COUNCIL MINUTES APRIL 12, 2004 <br />APPROVED <br />1 Councilmember Dahl asked if the maker and seconder of the motion would consider taking back the <br />• 2 motion and the second and take this item back to work session. <br />3 <br />4 Mayor Bergeson stated he thinks Councilmember Reinert made a compelling case for the adequacy of <br />5 the park dedication. He stated he was surprised the developer was not asking for renegotiation. He <br />6 stated he thinks staff did an excellent job of negotiating for the City, and he thinks the item should be <br />7 approved. <br />8 <br />9 Mayor Bergeson also stated no one has stated the amount for the traffic light is inadequate, so he <br />10 doesn't believe that is an issue. <br />11 <br />12 Councilmember Carlson asked if the issue doesn't pass, if it would come back to Council in two <br />13 weeks, and City Planner Smyser indicated it would. <br />14 <br />15 Councilmember Reinert indicated he thought it was a win-win situation. He stated he didn't see the <br />16 point of going back to a work session, and he would like to see this go to a vote this evening. <br />17 <br />18 Mayor Bergeson asked if there was additional discussion before the vote. <br />19 <br />20 The motion failed, with a vote of 2-2 (Reinert and Bergeson voted aye. Carlson and Dahl voted nay <br />21 <br />22 ii. Consideration of Resolution No. 04-47, Approving Development Contract <br />23 Century Farm North 2nd Addition, Jim Studenski <br />•24 <br />25 City Engineer Studenski stated that since the first motion failed, this item may as well be tabled since <br />26 nothing could be done without the final plat approval. <br />27 <br />28 Councilmember Carlson moved to table Resolution No. 04-47, Approving Development Contract <br />29 Century Farm North 2' Addition. Councilmember Dahl seconded the motion. <br />30 <br />31 Mayor Bergeson stated he thought it was unfortunate to table this item, but that under the <br />32 circumstances he didn't believe they could consider it with the failure of the first motion. <br />33 <br />34 Motion carried unanimously. <br />35 <br />36 Resolution No. 04-47 can be found in the City Clerk's office. <br />37 <br />38 F. Consideration of Resolution No. 04-44, Accepting Bids and Awarding Contract, 62nd <br />39 Street Improvement Project, Jim Studenski <br />40 <br />41 City Engineer Studenski stated that Arnt Construction was now the low bidder and that their bid was <br />42 significantly under the engineers' estimate. He stated the total amount for the project is $930,219.38. <br />43 He also stated Arnt Construction has done a lot of work for the City, and the City is very comfortable <br />44 with their work. He stated staff is recommending going forward with this resolution. <br />45 <br />46 Councilmember Carlson moved to adopt Resolution No. 04-44, Accepting Bids and Awarding <br />47 Contract, 62nd Street Improvement Project.
