He stated that the park dedication requirements should clearly be <br />• 2 revisited, and they will probably end up increasing the per unit dedication requirement <br />3 <br />4 Mr. Gary Uhde addressed the Council, stating that the additional trails and sidewalks had a value of <br />5 between $80,000 and $90,000, which would be in addition to the 8.1 acres of park. He also stated he <br />6 was giving them a total of 30 acres of open space. He said they had met with Mr. Rick DeGardner <br />7 and the Park Board numerous times, and they had been told they wanted land and not money. He <br />8 stated they were giving in excess of 8.1 acres, and that exceeds 10 percent. <br />9 <br />10 Councilmember Dahl asked Mr. Uhde if the $80,000 to $90,000 is for half a mile of trail. Mr. Uhde <br />11 stated there was in excess of 2 1/2 miles of trails. <br />12 <br />13 Councilmember Reinert moved to adopt Resolution No. 04-43, Approving Final Plat, Century Farm <br />14 North 2nd Addition. Chairman Bergeson seconded the motion. <br />15 <br />16 Councilmember Dahl stated she was in agreement with the $25,500 to settle the stoplight issue as <br />17 long as it went in the mail tomorrow. She also stated she was going to vote no because of the <br />18 information coming forward that she did not have prior to this evening. <br />19 <br />20 Councilmember Reinert stated it would be $49,000 per acre, and $49,000 times 8.1 acres equals <br />21 $396,900. He stated if you add that to the $90,000 for the trails, it equals $486,900. He stated if they <br />22 did not take the land, they are looking at $1,650 per household, which would equal $412,500. He <br />23 said this equation is not taking into consideration the 13.9 acres of open space that has also been <br />24 dedicated. He also reiterated that the City Attorney has indicated the amount of the dedication is <br />IF25 sufficient. He stated he didn't understand the reason for misunderstanding or not having enough <br />26 information. <br />27 <br />28 Councilmember Dahl stated that a park with no equipment on it is not going to work out either. She <br />29 stated she would have preferred four acres and having something on it. Councilmember Dahl asked <br />30 the City Attorney if the vote were two yes, one no, and one abstention, how that would work. <br />31 <br />32 City Attorney Sullivan replied there would be three affirmative votes required to pass it. <br />33 <br />34 Councilmember Dahl asked whether it would help to take this back to work session. <br />35 <br />36 Mayor Bergeson asked City Planner Smyser if there were any legal time limits on this issue. <br />37 <br />38 City Planner Smyser replied there were no deadline problems with the application at this point in <br />39 time. <br />40 <br />41 Councilmember Carlson indicated she would probably vote no, and would prefer to send it back to a <br />42 work session. <br />43 <br />44 City Planner Smyser stated it is not an ordinance; it's a resolution. <br />45 <br />46 Councilmember Carlson indicated a better option would be to withdraw the motion and to make a <br />47 motion to send it back. <br />48 <br />
