CITY COUNCIL WORK SESSION MAY 19, 2004 <br />APPROVED <br />• 1 <br />2 Community Development Director Grochala advised the meeting has not been scheduled <br />3 because it has not yet been determined who would be included in the initial process. He <br />4 stated he has not committed staff time to obtain all the necessary information because the <br />5 process has not yet been established. Staff did do a very broad outline that was <br />6 distributed to the Council at the last work session. <br />7 <br />8 Councilmember Carlson stated the process should be put on the Monday night agenda for <br />9 a vote. <br />10 <br />11 Councilmember Stoltz clarified that the issue is how to go about reviewing the <br />12 Comprehensive Plan. He agreed the process should be voted on. <br />13 <br />14 Councilmember Dahl stated residents need to be aware if any changes were made to land <br />15 use or any changes are going to be made to their property. <br />16 <br />17 Councilmember Reinert asked how the City would involve citizens first when the <br />18 Council does not even know yet what the problems are. He stated the City has a <br />19 Comprehensive Plan in place. After the Council gets a report from staff in relation to <br />20 issues within the Plan, the Council will determine if changes should be made. A date for <br />21 the review needs to be scheduled so the Council can find out what the problems are. The <br />22 Council may determine there are no problems within the Plan. He stated he believes it is <br />• 23 very arrogant of this Council to think they passed a perfect Plan that never has to be <br />24 reviewed or revised. <br />25 <br />26 Mayor Bergeson stated staff has asked for a chance to present concerns and potentially <br />27 start a review process. A review process is very different from a Comprehensive Plan <br />28 process. A review is to determine how the Plan has worked and the Council needs to hear <br />29 from staff. He stated he does not understand why that information should be hidden from <br />30 the Planning and Zoning Board. The Planning and Zoning Board should be involved. He <br />31 stated he has serious concerns about an individual Councilmember preparing a survey. <br />32 The concept of doing a survey is accurate representative data. A profession should be <br />33 conducting surveys. He stated that if a Councilmember does an individual survey he will <br />34 have a lot of questions about the validity of that survey along with other issues included <br />35 in that survey. <br />36 <br />37 Councilmember Carlson stated she would contact residents about her concerns noting she <br />38 would prefer the City do a survey. <br />39 <br />40 Councilmember Dahl stated other cities have Planning and Zoning Board members that <br />41 regularly attend Council work session as well as Environmental Board members. She <br />42 suggested the Council discuss that possibility. <br />43 <br />44 The Comprehensive Plan Review Process will appear on the regular Council agenda <br />45 Monday, May 19, 2004, 6:30 p.m. <br />•46 <br />47 <br />
