Staff has explained the process to the owners <br />2 and provided a list of the required information. To date, staff has not received that <br />3 information from the owner. <br />4 <br />5 Community Development Director Grochala advised the size of the expansion would <br />6 require sprinkling. The property does not have City utilities. If City sewer and water are <br />7 necessary on that site there would be Comprehensive Plan issue. <br />8 <br />9 Community Development Director Grochala indicated he would ask the City Planner <br />10 about any recent conversations with the owners and forward that information to the City <br />11 Council. <br />12 <br />13 Councilmember Carlson stated there was a senior citizen that called and expressed <br />14 concern regarding the expansion of Body Works. Community Development Director <br />15 Grochala stated the Fire Chief was adamant about the sprinkling requirements when the <br />16 Fire Code was adopted. <br />17 <br />18 Councilmember Carlson asked that the City Planner call Mr. McDonald regarding this <br />19 issue. <br />20 <br />21 COMPREHENSIVE PLAN REVIEW PROCESS, MICHAEL GROCHALA <br />22 <br />23 City Administrator Heitke stated the Comprehensive Plan review process has been <br />24 discussed at the last two Council work sessions. Staff is requesting Council action <br />25 regarding this issue. <br />26 <br />27 Community Development Director Grochala distributed and reviewed a flow chart <br />28 outlining how staff envisions the Comprehensive Plan review process. <br />29 <br />30 Councilmember Carlson stated she agreed to conduct a review with staff prior to the Goal <br />31 Setting Session. She stated the agreement did not include the Planning and Zoning <br />32 Board. She stated she is concerned that this was a commitment to the citizens. She read <br />33 a portion of an article from the City newsletter regarding this issue noting the <br />34 Comprehensive Plan is a citizen's plan. She stated that if the Council agrees to the <br />35 review process with the Planning and Zoning Board, she would have to be involved but <br />36 would do her own survey before any decisions are made. <br />37 <br />38 Mayor Bergeson stated the Council has to consider what the law says regarding review of <br />39 the Comprehensive Plan and common practice. <br />40 <br />41 Councilmember Reinert stated the Council needs to look at the problem to see if it can be <br />42 solved. He indicated it makes no sense not to include the Planning and Zoning Board. A <br />43 date needs to be set for the meeting. <br />44 <br />45 Councilmember Dahl stated the Council agreed to a review of the Comprehensive Plan <br />46 with staff. She asked why the Council does not have an outline of the issues and why the <br />47 meeting has not taken place. <br />
