CITY COUNCIL WORK SESSION JUNE 23, 2004 <br />APPROVED <br />• 1 overview of the auditor's suggestions noting some of the points are in the process of <br />2 implementation or may already have been implemented. <br />3 <br />4 This item will appear on the regular Council agenda Monday, June 28, 2004, 6:30 p.m. <br />5 <br />6 LEGACY AT WOODS EDGE, LIVABLE COMMUNITIES GRANT, MARY <br />7 ALICE DIVINE AND MICHAEL GROCHALA <br />8 <br />9 Economic Development Assistant Divine distributed the draft Livable Communities <br />10 Demonstration Development Grant Application Form 2004. <br />11 <br />12 Community Development Director Grochala advised staff has been working on the <br />13 application for the 2004 Livable Communities Demonstration Account Grant, which is <br />14 due June 30. This is the same grant the City received in 1997 for planning, and in 2000 <br />15 for construction of the Woods Edge Project. <br />16 <br />17 Community Development Director Grochala stated the request this year is $1 million to <br />18 be used to assist with the cost of land and infrastructure for the Woods Edge project. <br />19 Staff, Springsted and the Hartford Group are continuing to work through the project <br />20 development costs and sources of revenue available, including the amount of subsidy <br />21 needed to make the project work. A grant from the Livable Communities Demonstration <br />22 Account will lower the amount of Tax Increment Financing (TIF) this project may <br />•24 23 require. <br />25 Community Development Director Grochala advised the City has made considerable <br />26 progress since the last application in 2003. The site has been rezoned, a TIF district was <br />27 put in place, the preliminary plat is approved, and the public improvements feasibility <br />28 report is complete. The committee who judges the projects considers readiness and <br />29 Council support at critical factors. He noted the approval of the application does not <br />30 commit the City to the project. <br />31 <br />32 Economic Development Assistant Divine stated she believes that if the City is to get <br />33 another grant, this is the year. She briefly reviewed the draft application noting the <br />34 application is not yet completed. <br />35 <br />36 Economic Development Assistant Divine stated the resolution supporting the application <br />37 is on the June 28 Council agenda, so that the Council has the opportunity to consider the <br />38 resolution before the application is submitted on June 30. The actual deadline for the <br />39 resolution of support is July 31.
