CITY COUNCIL WORK SESSION JULY 7, 2004 <br />APPROVED <br />1 <br />2 <br />3 CITY OF LINO LAKES <br />4 MINUTES <br />5 <br />6 <br />7 <br />8 DATE : July 7, 2004 <br />9 TIME STARTED : 5:30 p.m. <br />10 TIME ENDED : 7:40 p.m. <br />11 MEMBERS PRESENT : Councilmember Carlson, Dahl, Reinert <br />12 and Stoltz <br />13 MEMBERS ABSENT : Mayor Bergeson <br />14 <br />15 Staff members present: City Administrator, Gordon Heitke; Community Development <br />16 Director, Michael Grochala; City Engineer, Jim Studenski (part); and City Clerk, Ann <br />17 Blair (part) <br />18 <br />19 <br />20 ANOKA COUNTY STATE AID HIGHWAY 14 (MAIN STREET) <br />21 IMPROVEMENT PROJECT, MICHAEL GROCHALA <br />22 <br />23 Community Development Director Grochala advised City staff working with the City of <br />24 Centerville and Anoka County on Phase I of the County Road 14 (Main Street) study. <br />• 25 The goal of Phase I was to select a design concept for reconstruction of the roadway <br />26 between I -35W and I -35E. The study included an examination of regional access <br />27 alternatives including additional access points to I -35E and I -35W as well as a northerly <br />28 bypass of Centerville. Three public meetings have been held during the process to collect <br />29 comments from area residents and business owners. Anoka County staff and consultants <br />30 have also met with the City of Centerville's Economic Development committee and <br />31 business owners. <br />32 <br />33 Community Development Director Grochala advised the CSAH 14 corridor between I- <br />34 35W and I -35E varies in the characteristics as it flows through parkland, commercial <br />35 areas and residential areas. Three main segments were identified. Segment 1, from 1- <br />36 35W south through the Regional Park to Mount Trail; Segment 2 from Mount Trail <br />37 through Centerville to 20th Avenue (CSAH 21); and Segment 3 from 20th Avenue (CSAH <br />38 21) to I -35E. <br />39 <br />40 Mr. Jim Dvorak, SRF Consulting Group Inc., reviewed the project schedule noting it is <br />41 anticipated that plan approval would occur in September 2005. <br />42 <br />43 Mr. Dvorak referred to Option 4 and reviewed the plan noting there is not yet enough <br />44 information to determine which options would be most effective in relation to the <br />45 regional access issue. He stated he is recommending the options regarding the regional <br />46 access be kept open and continue to be studied. <br />47 <br />• <br />
