CITY COUNCIL WORK SESSION JULY 7, 2004 <br />APPROVED <br />1 Councilmember Reinert stated it seems that levies are common practice just to finance <br />4111 2 the regular operation of schools. <br />3 <br />4 Mr. Christiansen advised there are bond levies and operating levies. The operating levy <br />5 was initially intended to offer enhancements to students such as lower classroom sizes. <br />6 Unfortunately, operating levies are now utilized for everyday costs to operate schools. <br />7 <br />8 BLUE HERON DAYS UPDATE, ANN BLAIR <br />9 <br />10 City Clerk Blair advised in reviewing the checklist of items which need Council action <br />11 prior to the upcoming "Blue Heron Days" festival, the parade permit application and the <br />12 5K run permit application are on Monday night's Council agenda. She noted the <br />13 approvals necessary from the County are still going through the approval process. <br />14 <br />15 City Clerk Blair noted there is an event in conjunction with the parade, the "Chili Dog <br />16 Mile", which has a separate entry form. This does not require any additional road <br />17 closings, so it is being incorporated into the parade request, as it goes along the same <br />18 route. <br />19 <br />20 City Clerk Blair advised the festival is taking shape and a draft schedule of events has <br />21 been completed. She requested Council direction as to addressing requests for non-food <br />22 vending items through a City -issued permit process. She indicated she is supportive of <br />23 some type of City -issued permit process, possibly a two-tier system for Blue Heron Days <br />24 if the City does receive requests. <br />• 25 <br />26 The Council directed staff to draft a resolution regarding a short-term special event City - <br />27 issued permit process for non-food vending items. The resolution should include a $50 <br />28 fee and a deadline for approval. This item will be added to the Monday night agenda. <br />29 <br />30 REGULAR AGENDA ITEMS, JULY 12, 2004 <br />31 <br />32 Item 3C, City Issued Permit Process for Non -Food Vending Items was added to the <br />33 regular agenda. <br />34 <br />35 There were no other changes to the regular agenda. <br />36 <br />37 The meeting was adjourned at 7:40 p.m. <br />38 <br />39 These minutes were considered, corrected and approved at the regular Council meeting held on <br />40 July 26, 2004. <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />. 47 <br />48 <br />Ann .'ir, City Clerk <br />3 <br />
