COUNCIL MINUTES JULY 12, 2004 <br />APPROVED <br />145 for the analysis and major considerations, such as Peltier Lake. He noted they looked at several <br />•146 options based on the Metropolitan Council's full build out numbers of 2030, with the focus of the <br />147 study being CSAH 14. <br />148 <br />149 Mr. Dvorak reviewed the three segments that should be focused on now, discussing speeds and traffic <br />150 volumes. He talked about access points, noting in segment two there are 71 access points, causing <br />151 them to propose a three -lane road with a center left turn lane. He continued by noting in segment <br />152 three they are proposing a four -lane divided road, with shoulders and sidewalks included on all three <br />153 segments. <br />154 <br />155 Mr. Dvorak reviewed the timeline that has been completed so far involving public meetings, <br />156 newsletters and the website, with Phase I wrapping up with the presentation of this preliminary study. <br />157 He noted Phase II will be the preliminary design phase, with a timeline set to be completed by March <br />158 1, 2005. He noted this phase will include the preliminary design and the environmental document. <br />159 <br />160 Mr. Dvorak stated they will continue the public information effort, and believe property acquisition <br />161 could start in the fall or late 2005, with approvals from governing agencies and acquisitions <br />162 continuing into early 2006. He indicated the project will take at least one construction season; maybe <br />163 longer. He advised the preliminary design will be done on the existing roadway, however they do <br />164 recommend the other sections continue to be studied noting changes will eventually have to be made. <br />165 <br />166 Mr. Dvorak explained the difference in the traffic numbers, noting some include a northerly bypass, <br />167 and based on their study, the need is there to relieve some of the traffic from downtown Centerville. <br />168 He indicated another difference in the numbers is looking at full build out of the various cities using <br />1.169 their land use plans to 2020, which is higher than the Metropolitan Council's 2030 plan, which does <br />170 not take into consideration some of the commercial and industrial land uses. <br />171 <br />172 Councilmember Carlson noted she is struggling with the northerly bypass, although she can see the <br />173 advantages to it. She indicated it is not in Lino Lake's Comprehensive Plan or in their Five -Year <br />174 Financial Plan. She stated she does not like to give the impression she is committing to something <br />175 she is not yet committing to do. <br />176 <br />177 Mr. Dvorak reiterated the northern bypass would be quite some time off; they are only recommending <br />178 it be looked at in future plans, as it would be in the best interest of both Lino Lakes and Centerville. <br />179 <br />180 Councilmember Dahl asked if Centerville has approved the report as of yet. Mr. Dvorak indicated <br />181 Centerville's work session on Wednesday will be the first chance they have to review it, and the <br />182 Anoka Board will be taking action at the end of the month. <br />183 <br />184 Kate Garwood noted her job is long-range planning. She indicated while they usually look more at a <br />185 neighborhood scale, with all the lakes and wetlands in this area they need to look at a larger scale to <br />186 plan for people and the success of future businesses. <br />187 <br />188 Councilmember Stoltz moved to adopt Resolution No. 04-100 adopting the County State Aid <br />189 Highway 14 I -35W to I -35E Alternative Analysis Study. Councilmember Dahl seconded the motion. <br />190 <br />191 Councilmember Carlson clarified her personal statement that Comprehensive Plan changes should <br />.192 start with the people rather than piecemeal. She verified the Council is not making a commitment to <br />4 <br />
