Community Development Director <br />•194 Grochala confirmed that as laid out in the resolution, they are only accepting the study and <br />195 recognizing there are some concerns that need to be kept in mind when planning future development. <br />196 <br />197 Mayor Bergeson noted the study points out the need for an east/west connection at a County or State <br />198 level, and also that actual construction planned is not a 50 -year solution for the roads. He indicated <br />199 they need to keep in mind the scope of the Lino Lakes Comprehensive Plan, which is for local <br />200 planning, and although Lino Lakes may have input, this is not really part of their Comprehensive <br />201 Plan. <br />202 <br />203 Motion carried unanimously. <br />204 <br />205 Resolution No. 04-100 can be found in the City Clerk's office. <br />206 <br />207 D. Consideration of Legacy at Woods Edge Public Improvement Project, Michael Grochala <br />208 <br />209 Community Development Director Grochala presented the Staff report, indicating Staff recommends <br />210 approval. He introduced Mr. Bob Moberg from Short, Elliot and Hendrickson. <br />211 <br />212 Mr. Moberg briefly reviewed the feasibility report, noting the various line items incorporated in the <br />213 total cost. He reviewed the schedule for completion of the project. <br />214 <br />215 Councilmember Carlson clarified the only action the Council is taking tonight is to open and close the <br />216 public hearing, and that any assessments would be against the benefiting properties, which would be <br />•217 the development group and the City, which was confirmed. <br />218 <br />219 Community Development Director Grochala noted the assessments would be divided on an area <br />220 basis, in general. <br />221 <br />222 Mayor Bergeson opened the public hearing at 7:35 p.m. <br />223 <br />224 Councilmember Stoltz moved to close the public hearing at 7:35 p.m. Councilmember Dahl <br />225 seconded the motion. <br />226 <br />227 Discussion ensued on whether to leave the public hearing open until more information is available on <br />228 additional funding sources, and how much each benefiting property will have to pay. Staff noted that <br />229 from the standpoint of public improvements it would not be necessary to keep the public hearing <br />230 open, but there will be a big decision on the part of the Council before ordering plans and <br />231 specifications, with more discussion taking place and further opportunity for public input. There was <br />232 concern that leaving this hearing open would confuse the issue as it is different from discussion on <br />233 project financing.
