CITY COUNCIL WORK SESSION SEPTEMBER 8, 2004 <br />APPROVED <br />. 1 Community Development Director Grochala stated it is important to note that under <br />2 either the current growth management requirements or the alternative example, the total <br />3 number of approved lots for Fox Den Acres at the end of 2006 is 55. The main difference <br />4 is that, under the alternative example, the City has a subdivision that provides for greater <br />5 public values. <br />6 <br />7 Community Development Director Grochala advised staff is not requesting Council <br />8 action on this alternative. It is staff's intent to gauge the Council's interest in whether or <br />9 not to pursue this discussion with Royal Oaks and the City Attorney as a possible <br />10 incentive to facilitate the conservation development. <br />11 <br />12 Community Development Director Grochala noted staff would be discussing outstanding <br />13 issues, such as legalities, road issues and traffic issues relating to the project with City <br />14 Consultants. Additional information will be presented to the Council at a future Council <br />15 work session. It is anticipated that the project will be presented to the Planning & Zoning <br />16 Board at an October 2004 meeting. <br />17 <br />18 DISCUSSION OF REGULATIONS FOR EXTERIOR EXHIBITS — MICHAEL <br />19 GROCHALA <br />20 <br />21 Community Development Director Grochala advised the City recently received a request <br />22 from the Circle -Lex VFW Post asking for approval for the installation of a <br />23 decommissioned Bell AH -1 Cobra Helicopter on their new building site located at 7868 <br />24 Lake Drive. The helicopter is approximately 50 feet long and will be mounted on a post <br />25 located along their north property line. <br />26 <br />27 Community Development Director Grochala stated staff and the City Attorney have <br />28 reviewed the City's development regulations and find no requirements regarding exterior <br />29 exhibits of this type. There are no permits required nor are there any adopted restrictions. <br />30 <br />31 Community Development Director Grochala noted that while US military equipment are <br />32 often seen on veteran association properties, parks or in conjunction with public <br />33 memorials, the lack of regulations does create a concern. Particularly, aside from the <br />34 VFW's specific request, what other exhibits could be displayed in absence of any <br />35 regulations? Should they be allowed? Should they be allowed in residential districts? <br />36 <br />37 Community Development Director Grochala stated staff is requesting Council comments <br />38 on the VFW's specific request as well as direction regarding establishment of zoning <br />39 requirements for these types of exhibits. <br />40 <br />41 Council directed staff to get information on ordinances of this type from other <br />42 communities and any other necessary information. Staff will then draft a proposed <br />43 ordinance for Council review and consideration. <br />44 <br />45 Mayor Bergeson called for a short break at 8:45 p.m. <br />• 46 <br />47 Mayor Bergeson reconvened the meeting at 8:53 p.m. <br />
