Steve Bubul from Kennedy & Graven is continuing to work on the <br />• 25 Redevelopment Contract to include all the terms of the agreement that were outlined to <br />26 the Council. The Springsted memo, which was previously distributed and included <br />27 changes to the Minimum Assessment Agreements and Minimum Value Requirements, <br />28 outlines the terms of the agreement and is included with Item 6C. <br />29 <br />30 Community Development Coordinator Divine advised this is a public hearing that is not <br />31 required by law, but the City Council elected to hold the hearing to get public comment. <br />32 On September 27, staff will recommend that Council take public testimony and then <br />33 continue the hearing to October 11. On October 11, the EDA and the City Council will <br />34 consider approving the Redevelopment Contract. Normally EDA meetings are held at <br />35 6:00 p.m. before the Council meeting. Because the City Council is likely to want to hear <br />36 any additional testimony and have public discussion of this item, staff is recommending <br />37 that the EDA meeting be held after the Council meeting. <br />38 <br />39 Mr. Bill Griffith, Hartford Group, distributed and reviewed a copy of the site plan noting <br />40 Hartford conducted two market studies in relation to commercial and residential uses for <br />41 the site. He stated the approved plan requires the following: <br />42 <br />43 • Total residential development will not exceed 450units <br />44 • Affordable housing is required for 20% of the total units <br />45 • Maximum percentage of rental units will not exceed 49% <br />46 • Owner occupied housing may increase based on market conditions <br />. 47 • The general area designated for townhomes will be owner occupied housing <br />48 <br />
