• <br />CITY COUNCIL WORK SESSION SEPTEMBER 22, 2004 <br />APPROVED <br />1 Mr. Griffith advised Hartford is currently reviewing alternatives for the development of <br />2 senior housing within the Legacy Village at Wood's Edge development. Alternatives <br />3 include: senior cooperative housing, assisted living, independent senior housing and <br />4 affordable senior housing. <br />5 <br />6 Mr. Griffith advised Hartford is also negotiating with several builders to construct the <br />7 townhome component of Legacy Village. It is anticipated Hartford will identify the <br />8 builder prior to October 15, 2004 with an application for site and building approvals to <br />9 commence immediately. Significant construction is projected to begin in 2005 to include <br />10 owner occupied townhomes, affordable housing with first floor commercial or retail and <br />11 various commercial components. <br />12 <br />13 Mayor Bergeson suggested Hartford include a commitment to senior housing within the <br />14 housing list that will be developed within the project. <br />15 <br />16 Community Development Coordinator Divine stated the County has indicated an HRA <br />17 project can be done within the City at the City's request. She noted the market studies <br />18 that have recently been done in surrounding communities in relation to senior housing. <br />19 Hartford will be meeting with Anoka County HRA to discuss the potential for a small <br />20 senior housing development that could be potentially located in the Legacy Village <br />21 project. <br />22 <br />23 Mayor Bergeson requested any available information, minutes, etc. regarding the City's <br />24 previous decision to not participate in the Anoka County HRA. <br />25 <br />26 Mr. Paul Steinman, Springsted, reviewed the proposal that has been negotiated in <br />27 response to Hartford's initial request for assistance. Based on that proposal, it is <br />28 estimated it will take approximately 16 years of tax increment financing (TIF) to pay the <br />29 TIF expenses. <br />30 <br />31 Community Development Coordinator Divine advised the Livable Community Grant <br />32 Committee is having their first meeting tomorrow. The City will know by late November <br />33 if the committee will recommend the City of Lino Lakes for the grant. <br />34 <br />35 Public Hearing, Consideration of Resolution No. 04 — 139, Approving Redevelopment <br />36 Contract for Legacy at Wood's Edge, will appear on the regular Council agenda Monday, <br />37 September 27, 2004, 6:30 p.m. <br />38 <br />39 GUIDELINES FOR ADVANCING CONSERVATION -DESIGN PROJECTS, <br />40 MICHAEL GROCHALA <br />41 <br />42 Community Development Director Grochala stated the Council recently adopted the <br />43 City's Parks, Natural Open Space/Greenways and Trail System Plan. An integral <br />44 component of the plan implementation is to pursue conservation development through a <br />45 collaborative City/Developer process. The proposed Fox Den Acres subdivision provides <br />46 an excellent opportunity for the City to begin implementation of the plan. <br />47 <br />
