• <br />CITY COUNCIL WORK SESSION DECEMBER 8, 2004 <br />APPROVED <br />1 This item will appear on the regular Council agenda Monday, December 13, 2004, 6:30 <br />2 p.m. <br />3 <br />4 BLACK DUCK DRIVE UPDATE, RICK DEGARDNER <br />5 <br />6 Public Services Director DeGardner advised several years ago the City did a rough <br />7 cutting of the grass on Black Duck Drive several times a year. The residents then <br />8 indicated they would like to have the area be a native prairie restoration project. The <br />9 residents also agreed to maintain the area. The area was not being maintained and the <br />10 City did mow the overgrown area a few weeks ago to allow for a four foot buffer from <br />11 the roadway for visibility purposes. <br />12 <br />13 BUDGET, LEVY, TRUTH -IN -TAXATION HEARING, AL ROLEK <br />14 <br />15 Finance Director Rolek advised there have been no changes since the approval of the <br />16 preliminary budget. The Truth -in -Taxation hearing is scheduled on Monday at 6:00 p.m. <br />17 prior to the regular Council meeting. A presentation will be made and public comment <br />18 will be taken. <br />19 <br />20 Council directed staff to include the revised pages of the budget for the Council in the <br />21 Friday packet. <br />22 <br />23 EXPENDITURE OF DRUG FORFEITURE FUND, CHIEF PECCHIA <br />24 <br />25 Chief Pecchia advised the City receives drug forfeiture funds from time to time. Based <br />26 on the State Law and the Department's Policies and Procedures, these funds must be <br />27 expended for law enforcement purposes. The Department is requested that the Council <br />28 approve Resolution No. 04 —183 for the purchase of a treadmill for use in the police <br />29 wellness/training room. It is anticipated that the cost of the treadmill will be <br />30 approximately $3,500. <br />31 <br />32 This item will appear on the regular Council agenda Monday, December 13, 2004, 6:30 <br />33 p.m. <br />34 <br />35 POTENTIAL RELOCATION OF SCHWANN'S, MARY DIVINE <br />36 <br />37 Planning Coordinator Divine advised staff has been working with Schwann's regarding <br />38 their possible move to the Marshan Industrial Park. Schwann's has made a request for <br />39 tax increment financing (TIF). Staff has been working with Springsted on that request. <br />40 Staff is proposing that one condition in the TIF agreement will be that either Schwann's <br />41 or the new owner of the site tear down the metal pole barns. One issue with the site is it <br />42 is zoned General Business and does allow auto uses. Staff could propose a restricted <br />43 covenant in the TIF agreement also restricting auto uses on that property if the TIF <br />44 agreement is extended for an additional three years. Staff is requesting Council direction <br />45 regarding that option. <br />46 <br />
