• <br />CITY COUNCIL WORK SESSION JANUARY 5, 2005 <br />APPROVED <br />1 neighborhoods. Any new well can be constructed to simulate a residential home and/or <br />2 garage. The noise levels associated with the wells are extremely low. A person would <br />3 have to stand close to the building to hear any noise. <br />4 <br />5 City Engineer Studenski advised the recommended size of the building in this location is <br />6 20 feet by 22 feet without providing any additional storage area. This would allow the <br />7 chemical treatment to take place at Well No. 5. If the chemical treatment doesn't occur at <br />8 the site, then additional water main would have to be extended from Black Duck Drive to <br />9 Well No. 3 and Well No. 3 would require building improvements with structural <br />10 expansion. <br />11 <br />12 City Engineer Studenski stated staff is recommending that the soil borings that are <br />13 typically done during the pumphouse design phase be performed at this time due to the <br />14 proximity of the site to the flood plain. Staff is recommending Council authorize the soil <br />15 borings in the amount of $5,000.00 for the construction of Well No. 5. <br />16 <br />17 This item will appear on the regular Council agenda Monday, January 10, 2005, 6:30 <br />18 p.m. <br />19 <br />20 REVIEW CITY CODE, ANN BLAIR <br />21 <br />22 City Clerk Blair advised the Council previously received Sections 600 through 900 of the <br />23 City Code. She explained why certain sections of the Code are reserved, specifically in <br />24 relation to Section 609 and Section 613. <br />25 <br />26 Community Development Director Grochala indicated there are three sections within the <br />27 Code that relate to animals that include domestic and farm animals. Those three sections <br />28 will be combined and staff is still working on those revisions. <br />29 <br />30 City Clerk Blair reviewed that portion of the City Code noting the proposed changes. <br />31 She indicated the major change within Section 600 is the Tobacco Ordinance. Section <br />32 700 of the Code is fairly up-to-date because several revisions recently occurred. The <br />33 section regarding on -sale liquor licenses was removed because there is no longer state <br />34 restrictions on those. Section 800 relates to traffic parking restrictions that were added. <br />35 Section 807 will be amended to remove the term "all terrain vehicles". Section 900 <br />36 includes the newly proposed multiple call nuisance fees. <br />37 <br />38 City Administrator Heitke advised the Council would review more sections of the City <br />39 Code at the next meeting. When all sections have been reviewed the Code will be placed <br />40 on a City Council agenda for approval. <br />41 <br />42 ADVISORY BOARD APPLICANT INTERVIEW SCHEDULE, PROCESS, <br />43 GORDON HEITKE <br />44 <br />45 City Administrator Heitke indicated he had previously polled the Council regarding the <br />46 schedule and process of advisory board applicants. Staff had suggested every applicant in <br />47 competitive positions be interviewed. Staff also asked the Council if they would like to <br />
