•
CITY COUNCIL WORK SESSION FEBRUARY 9, 2005
APPROVED

Sergeant Kent Strege advised the general idea is a "wall of fame" mural to show what the
Police Department does and represents. The proposed location for the mural is outside
the Department's classroom. The mural will include a painting as well as recognition of
officers, volunteers and residents. The Department took their ideas for the mural to
students at Centennial High School for draft ideas.

Karen Anderson, Volunteer Coordinator for the Police Department, stated the Department
wanted to get the youth in the community involved. She noted there would be
restrictions and conditions on the final drawing. The wall is approximately 17 feet by 9
feet.

It was the consensus of the Council for the Police Department to move forward with a
temporary mural for the Police Department lobby wall.

CIVIC COMPLEX MAINTENANCE PERSONNEL RESTRUCTURING, DAN
TESCH

Administration Director Tesch advised last year, the Council approved a budget that
included moving the custodian from a 100% fte (full time equivalent) to 75%. Wayne's
departure has caused Staff to re-evaluate this position. It is the recommendation of the
Public Services Director that this position once again be considered a full time employee.
The budget will be amended (i.e. adjustment in temporary salaries) so that this adjustment
will not have an effect on the overall budget.

Administration Director Tesch stated Kay Stansbury has been working part-time as a
cleaner at City Hall since July, 2001. Wayne's resignation has given the City the
opportunity to offer Kay a full-time position as custodian. Ms. Stansbury's performance
to date has been exemplary.

This item will appear on the regular Council agenda Monday, February 14, 2005, 6:30
p.m.

REVIEW NEW RECREATION DEPARTMENT TIERED FEE STRUCTURE,
REGISTRATION PROCESS, AND PROGRAM CHANGES, RICK DEGARDNER

Public Services Director DeGardner advised beginning this spring, there are several
significant changes related to the Parks and Recreation Department. The most
substantive changes pertain to program fees and the registration process. The Department
has converted fees for most of the programs to a tiered rate system. Those programs with
the new tiered -rate system will have a regular fee and a Lino Lakes resident fee, which is
lower.

Public Services Director DeGardner stated the process to register for programs will
change dramatically. In summary, all resident registrations received (by mail, fax, drop
box) by February 28 will receive first priority. Resident registrations (phone-in, walk-in)
will be accepted beginning March 3 — they will receive second priority. General
registration will begin March 7. At this time, anyone who wishes to register may do so.
