The Council also requested information on what would <br />3 happen if the abatement were not sufficient to pay the debt service on the bond. <br />4 <br />5 The YMCA Development Agreement will appear on the regular Council agenda Monday, <br />6 February 28, 2005, 6:30 p.m. <br />7 <br />8 CSAH 14 RECONSTRUCTION PROJECT, MICHAEL GROCHALA, ANOKA <br />9 COUNTY <br />10 <br />11 Community Development Director Grochala advised Anoka County is nearing <br />12 completion of the preliminary plans for the improvement of County State Aid Highway <br />13 14 (Main Street) from 1-35W to I -35E. Anoka County representatives and the consulting <br />14 engineer are present this evening to discuss the project. <br />15 <br />16 Community Development Director Grochala stated Anoka County is requesting City <br />17 approval of a Memorandum of Understanding (MOU) prior to moving forward with final <br />18 design. The purpose of the MOU is to reach general agreement between the parties <br />19 regarding the project parameters. A copy of the draft MOU was included in Council <br />20 packets. Staff is anticipating City Council consideration of the MOU in March following <br />21 further review by staff, Council and the City Attorney. <br />22 <br />• 23 Community Development Director Grochala advised the City's estimated funding share <br />24 of the project is approximately $176,000. However, this number will fluctuate as final <br />25 design proceeds. The majority of the City's share will be funded from the City's <br />26 Municipal State Aid Account. The Trunk Utility Area and Unit Fund will fund remaining <br />27 costs due to public utility extensions. <br />28 <br />29 Mr. Doug Fischer, Anoka County Engineer, advised the County has been meeting <br />30 regularly regarding this project and felt it was time to review the project with the City <br />31 Council. He indicated he would review the project and answer questions. <br />32 <br />33 Mr. Jim Dvorak, SRF Consulting Group, Inc., stated the preliminary design is 99% <br />34 complete and the preliminary cost estimate is 80% complete. The environmental <br />35 assessment needs to be completed and printed. He indicated they are continuing to have <br />36 business owner meetings and work on right-of-way issues. <br />37 <br />38 Mr. Dvorak stated the next steps in the project include the interchange layout, MOU <br />39 approval, final design and right-of-way acquisition. <br />40 <br />41 Mr. Fischer advised the biggest outstanding issues include 21st Avenue North and 20`h <br />42 Avenue (CSAH 21 and County Road 54). He stated they are working on different <br />43 intersection options for 21' Avenue. He referred to a preliminary concept plan for 21" <br />44 Avenue, noting they will continue to work on that intersection. <br />45 <br />• 46 Community Development Director Grochala advised the development scenarios for that <br />47 area would be laid out at the March 9, 2005 Council work session. <br />
