COUNCIL MINUTES February 28, 2005 <br />APPROVED <br />•192 Councilmember Stoltz noted Schwan's has been a long-term employer in the City. He indicated the <br />193 Council hears constantly about the need for beautification of this side of the freeway. He agreed with <br />194 Councilmember Reinert that by denying this subsidy they run the risk of Schwan's leaving Lino <br />195 Lakes and taking their jobs with them. He stressed this is not something that will tax the residents of <br />196 Lino Lakes; it will provide new tax revenue that the City agrees to forego for a few years, and it <br />197 meets all of the City's requirements and expectations for such a subsidy. He stated he fully supports <br />198 the subsidy and appreciates the jobs Schwan's brings to the city, as well as their involvement and <br />199 support of the community. <br />200 <br />201 Economic Development Coordinator Divine reiterated the City would be gaining improvements on a <br />202 site that in five years will be on the City's tax rolls, as well as a larger tax base on the existing <br />203 Schwan's site when a new building is constructed. <br />204 <br />205 Vote: 3:2 Councilmembers Carlson and Dahl opposed. Consideration of Resolution No. 05-15, Approving YMCA Development Agreement, <br />210 Michael Grochala <br />211 <br />212 Economic Development Assistant Divine summarized the Staff report, indicating that Staff is <br />213 recommending approval. <br />214 <br />.215 Councilmember Carlson questioned if this was a preliminary development agreement, with a final <br />216 agreement brought to the City Council at a later date. Economic Development Coordinator Divine <br />217 indicated this is the development agreement; however, additional agreements will be brought forward <br />218 as the project progresses, including a financing agreement. She stated this agreement provides the <br />219 YMCA with a comfort level that the City is committed to this project. <br />220 <br />221 Councilmember Reinert clarified that the City has committed $1,500,000 to this project, and this <br />222 agreement is an endorsement of that figure. Economic Development Coordinator Divine stated that <br />223 was correct, noting it also provides information on what the City's residents will receive in benefits <br />224 from the YMCA as a result of the City's commitment. <br />225 <br />226 Councilmember Dahl moved to adopt Resolution No. 05-15 approving the YMCA Development <br />227 Agreement. Councilmember Reinert seconded the motion. <br />228 <br />229 Councilmember Carlson expressed support for this building, and noted that with the new clinic <br />230 opening it presents the possibility of a good collaboration between staffs. She indicated she is <br />231 looking forward to the YMCA, but urged the Council and Staff to be cautious when going through the <br />232 terms and conditions of financing. <br />233 <br />234 Mayor Bergeson noted that a community center has been part of the vision of the City Hall and Police <br />235 Station area since planning began. He indicated the City looked at several organizations and felt the <br />236 YMCA was the best fit. He stated this was envisioned to be the Lino Lakes Community Center rather <br />237 than just another YMCA, which is why it is next to City Hall, and the City has agreed to provide this <br />Alk238 assistance. <br />W239 <br />5 <br />
