COUNCIL MINUTES February 28, 2005 <br />APPROVED <br />•287 Councilmember Dahl asked if the City's portion of the cost for this study can be recouped. <br />288 Community Development Director Grochala noted it is the intent of the City to recoup their costs <br />289 during construction of the area. <br />290 <br />291 Councilmember Reinert noted that the Council has already approved doing the AUAR, and the <br />292 County is now offering to help pay for it. He stated the action tonight is only to accept the County's <br />293 offer of assistance. <br />294 <br />295 Councilmember Carlson asked if the Council was agreeing to or approving any alignments by <br />296 accepting money for this study. Community Development Director Grochala indicated this action is <br />297 only accepting money from Anoka County. He stated several options are being considered for the <br />298 corridor. <br />299 <br />300 Councilmember Stoltz thanked Staff for scouting out these funds and finding ways to use <br />301 collaborative efforts with other cities and the County to do these proactive studies. <br />302 <br />303 Mayor Bergeson noted the AUAR is a comprehensive study of environmental aspects, water, traffic, <br />304 etc. all in one, rather than a piecemeal approach. He commented the City has made a commitment to <br />305 this project and needs to fund their fair share. <br />306 <br />307 Motion carried unanimously. <br />308 <br />309 Resolution No. 05-17 can be found in the City Clerk's office. <br />W311 G. Consideration of Resolution No. 05-18, Approving Advertisement of Bids for Well <br />312 Construction of Well No. 5, Jim Studenski <br />313 <br />314 City Engineer Studenski reviewed the Staff report, indicating Staff is recommending approval. <br />315 <br />316 Mayor Bergeson asked about the timing for bids and the start of the drilling of the well. City <br />317 Engineer Studenski noted the cost will be over $200,000, so will have to be in two advertisements <br />318 over three weeks. He indicated he expects bids will be received in April, with the bids brought to the <br />319 Council at the end of April or beginning of May, and construction starting immediately after approval <br />320 of the bids. He noted it would be the beginning of summer when Staff goes out for bids on the actual <br />321 structure of the well. <br />322 <br />323 Councilmember Reinert moved to adopt Resolution No. 05-18 approving Advertisement of Bids for <br />324 Construction of Well No. 5. Councilmember Stoltz seconded the motion. <br />325 <br />326 Councilmember Carlson read a comment from the Ethics column of the morning newspaper. She <br />327 expressed ongoing concern about putting a well into an existing neighborhood, whereas previously <br />328 the City installed wells in areas long before there were houses around it. She noted the additional <br />329 well located three to four blocks from this location. She indicated she received a call from a resident <br />330 concerned about the value of her home, and consulted a realtor that said in a changing market such as <br />331 we have today, it could have an effect on a buyer choosing one home over another. She reaffirmed <br />332 her opinion that this well should be placed in an area where there is not currently homes. She stated <br />33 she feels the well should go in the location outlined in the City's well plan. <br />334 <br />7 <br />
