• • • CITY COUNCIL WORK SESSION MARCH 23, 2005 APPROVED 1 2 3 CITY OF LINO LAKES 4 MINUTES 5 6 7 8 DATE : March 23, 2005 9 TIME STARTED : 5:35 p.m. 10 TIME ENDED : 9:15 p.m. 11 MEMBERS PRESENT : Councilmember Carlson, Dahl, Reinert, 12 Stoltz and Mayor Bergeson 13 MEMBERS ABSENT : None 14 15 16 Staff members present: City Administrator, Gordon Heitke; Community Development 17 Director, Michael Grochala (part); City Engineer, Jim Studenski (part); Chief of Police, 18 Dave Pecchia (part); Community Development Coordinator, Mary Alice Divine (part); 19 and Public Services Director, Rick DeGardner (part). 20 21 WORKSHOP ON HOME RULE CHARTER CITIES, GORDON HEITKE 22 23 City Administrator Heitke suggested staff schedule a Council workshop on Home Rule 24 Charter Cities. He suggested the workshop be scheduled prior to the joint meeting with 25 the Charter Commission. 26 27 Council directed staff to discuss the workshop with the Charter Commission Chair and 28 determine if the meeting should be scheduled prior to the joint meeting. Staff could also 29 schedule the workshop for the first Council work session in April. 30 31 RESOLUTION SUPPORTING LEGISLATION REQUEST — NORTH METRO 1- 32 35W CORRIDOR COALITION, BOB BENKE 33 34 City Administrator Heitke advised the North I -35W communities are requesting that the 35 Legislature appropriate $500,000 to be used for the development and evaluation of 36 alternative concepts for the reconstruction of I -35W north of I-694 in Arden Hills, 37 Mounds View and New Brighton. The requested funds will be used to identify roadway 38 design options, evaluate the operational characteristics of selected alternatives and to 39 provide for community involvement in the planning process. Mr. Robert Benke, North 40 Metro I -35W Corridor Coalition has requested an opportunity to appear before the 41 Council to request a resolution supporting the legislation. 42 43 Mr. Benke provided a background of this issue noting they are working with consultants 44 on the reconstruction of 35W frons I-694 to Hinckley. He noted 35W south is not 45 included in the study area. He stated it is necessary to know what the future footprint of 46 I -35W will be due to future development. The proposed resolution supports the 47 legislation request for appropriating money for engineering for the reconstruction of I35 48 between I-694 and I -35W.
