COUNCIL MINUTES March 28, 2005 <br />APPROVED <br />410270 Councilmember Dahl commented that $85,000 for the Feasibility Study is a lot of money not to be <br />271 able to re -coup if the improvements do not pass. <br />272 <br />273 Councilmember Carlson moved to adopt Resolution No. 05-45 Authorizing Preparation of Feasibility <br />274 Study, Shenandoah Area Street and Utility Improvements. Councilmember Dahl seconded the <br />275 motion. <br />276 <br />277 Councilmember Carlson noted that this part of the street improvements are easier to deal with because <br />278 there are not Comprehensive Plan or re -zoning issues. She indicated that she does not remember too <br />279 many residents of this area coming to the City Council with concerns. She noted they have not done a <br />280 survey, and still thinks it would be helpful to do a city-wide survey to find out the goals of the <br />281 citizens. She indicated they have had two instances where they have had the citizens turn down <br />282 projects, not because they did not want the project, but because they did not want to go as high as the <br />283 Council was proposing. <br />284 <br />285 Mayor Bergeson stated he would concur with the comment that they could benefit from doing a <br />286 survey, however this action is only for the engineering aspects. He noted if this moves forward they <br />287 would need a separate action for a referendum and may want to consider a survey at that time. <br />288 <br />289 Motion carried unanimously. He <br />296 stated questions could be referred to him or to City Engineer Studenski. <br />297 <br />298 F. Consideration of Resolution No. 05-43, Approving Joint Powers Agreement with Anoka <br />299 County, Birch/Hodgson Improvement Project, Jim Studenski <br />300 <br />301 City Engineer Studenski summarized the Staff report, indicating that Staff is recommending approval. <br />302 <br />303 Councilmember Dahl moved to adopt Resolution No. 05-43 Approving a Joint Powers Agreement <br />304 with Anoka County for the Birch/Hodgson Improvement Project.
