COUNCIL MINUTES March 28, 2005 APPROVED 410270 Councilmember Dahl commented that $85,000 for the Feasibility Study is a lot of money not to be 271 able to re -coup if the improvements do not pass. 272 273 Councilmember Carlson moved to adopt Resolution No. 05-45 Authorizing Preparation of Feasibility 274 Study, Shenandoah Area Street and Utility Improvements. Councilmember Dahl seconded the 275 motion. 276 277 Councilmember Carlson noted that this part of the street improvements are easier to deal with because 278 there are not Comprehensive Plan or re -zoning issues. She indicated that she does not remember too 279 many residents of this area coming to the City Council with concerns. She noted they have not done a 280 survey, and still thinks it would be helpful to do a city-wide survey to find out the goals of the 281 citizens. She indicated they have had two instances where they have had the citizens turn down 282 projects, not because they did not want the project, but because they did not want to go as high as the 283 Council was proposing. 284 285 Mayor Bergeson stated he would concur with the comment that they could benefit from doing a 286 survey, however this action is only for the engineering aspects. He noted if this moves forward they 287 would need a separate action for a referendum and may want to consider a survey at that time. 288 289 Motion carried unanimously. Councilmember Carlson voted yea. Councilmember Dahl voted yea. 290 Councilmember Reinert voted yea. Mayor Bergeson voted yea. Councilmember Stoltz was absent. .91 92 Resolution No. 05-45 can be found in the City Clerk's office. 293 294 Community Development Director Grochala noted Staff would be doing some engineering on the site 295 over the next few days in case the Council receives questions on what activity is taking place. He 296 stated questions could be referred to him or to City Engineer Studenski. 297 298 F. Consideration of Resolution No. 05-43, Approving Joint Powers Agreement with Anoka 299 County, Birch/Hodgson Improvement Project, Jim Studenski 300 301 City Engineer Studenski summarized the Staff report, indicating that Staff is recommending approval. 302 303 Councilmember Dahl moved to adopt Resolution No. 05-43 Approving a Joint Powers Agreement 304 with Anoka County for the Birch/Hodgson Improvement Project.
