COUNCIL MINUTES March 28, 2005 <br />APPROVED <br />.26 <br />227 Councilmember Reinert moved to adopt Resolution No. 05-42 approving Preparation of Plans and <br />228 Specifications, Well No. 5 Pumphouse. Councilmember Dahl seconded the motion. <br />229 <br />230 Motion carried. Vote: 3:1 Councilmember Carlson opposed. <br />231 <br />232 Resolution No. 05-42 can be found in the City Clerk's office. <br />233 <br />234 E. 2007 Street Improvement Project, Michael Grochala <br />235 <br />236 Mayor Bergeson noted that one Councilmember is absent, and another is expected to abstain. He <br />237 asked for the City Attorney's opinion on whether they can proceed with this item. <br />238 <br />239 City Attorney Hawkins indicated the action requires a 4/5 vote, and since Mayor Bergeson will be <br />240 abstaining due to being an owner on West Shadow Lake Drive, it is his recommendation that that <br />241 portion of the action be tabled until the next meeting when a full Council is present. <br />242 <br />243 i. Consideration of Resolution No. 05-44, Authorizing Preparation of Feasibility <br />244 Study, West Shadow Lake Drive Street and Utility Improvements <br />245 <br />246 Councilmember Reinert moved to table action on Preparation of Feasibility Study, West Shadow <br />Lake Drive Street and Utility Improvements. Consideration of Resolution No. 05-45, Authorizing Preparation of Feasibility <br />252 Study, Shenandoah Area Street and Utility Improvements <br />253 <br />254 Community Development Director Grochala summarized the Staff report, indicating Staff <br />255 recommends approval. <br />256 <br />257 Councilmember Carlson clarified that since they are only looking at the Shenandoah Area, the cost <br />258 would be approximately $30,000. She asked what response Staff received during the neighborhood <br />259 meetings. She also questioned if the City has the necessary easements, and if there are any <br />260 Comprehensive Plan issues. <br />261 <br />262 Community Development Director Grochala indicated it was mixed, and often depended on the <br />263 condition of the homeowner's well. He stated Staff has concern about continuing wells on small lots, <br />264 and most of these are small lots. He indicated there is also a desire to get fire protection available to <br />265 the area. He stated his opinion is it comes down to the cost for most people. He stated that in the <br />266 Shenandoah area they may need easements for storm water management, but for the water main they <br />267 already have the necessary easements with the right-of-way. He advised there are no Comprehensive <br />268 Plan issues for Shenandoah as there may be with West Shadow Lake Drive. <br />•69 <br />6 <br />
