He referred to the maps, handout and memo dated March 25, 2005, <br />that was previously distributed to the Council. He noted all the proposals, questions and <br />answers from meetings have been posted on the website. He introduced Mr. John <br />Shardlow, Dahlgren, Shardlow and Uban, Inc., who is present this evening to provide an <br />update to the City Council. <br />Mr. Shardlow reiterated the purpose of the meeting is to update the Council on the AUAR <br />process and to brief the Council on the issues that have been identified and discussed. <br />The development scenarios have been revised several times based on comments and <br />outstanding issues. <br />Mr. Shardlow reviewed the background of the AUAR, noting it was initiated due to the <br />Hardwood Creek LLC development plan. The AUAR is a substitute form of <br />environmental review that identifies impacts of multiple projects/development scenarios <br />within a broad geographic area. The benefits of the AUAR process include allowing the <br />City the opportunity to assess the cumulative impact of development scenarios on the <br />area's natural resources prior to receiving and considering development proposal. <br />Mr. Shardlow reviewed the various phases included in the AUAR process that included <br />factfinding, workshops, defining development scenarios, ordering and preparing the <br />AUAR as well as a mitigation plan. When the draft document is prepared, the City <br />Council will review the document and authorize distribution to agencies. During the <br />summer of 2005 the Council will review and adopt the final AUAR and Mitigation Plan. <br />
