• <br />• <br />• <br />CITY COUNCIL WORK SESSION APRIL 20, 2005 <br />APPROVED <br />1 time to accommodate the annual licensing cycle. If the Council should desire to make an <br />2 ordinance change, and this occurred, establishments would then also complete the 2 a.m. <br />3 application to allow for a later closing. Establishments would need to individually apply <br />4 for the 2 a.m. closing. <br />5 <br />6 Police Chief Pecchia advised that the Police Chiefs he has talked to in cities that have a 2 <br />7 a.m. closing time have indicated there has not been an increase in calls of service due to <br />8 the later closing time. He stated it appears patrons are going out later due to the later <br />9 closing time as opposed to being out drinking longer. <br />10 <br />11 Councilmember Reinert inquired as to whether having additional flexibility in the closing <br />12 time might be a factor new establishments would look for when deciding whether to <br />13 locate in this area. Economic Development Coordinator Divine commented she had <br />14 heard this expressed, and felt it would be viewed positively by potential on -sale <br />15 businesses. <br />16 <br />17 The Council directed staff to move forward with the ordinance change to allow a 2 a.m. <br />18 closing time within the City of Lino Lakes. <br />19 <br />20 RETAIL PROPOSAL ON SCHWAN'S SITE, MARY DIVINE <br />21 <br />22 Economic Development Coordinator Divine advised Schwan's new facility is under <br />23 construction in the Marshan Business Park and the site on Lake Drive is for sale for <br />24 commercial use. <br />25 <br />26 Economic Development Coordinator Divine stated one of the original goals in the <br />27 development of the MarketPlace was to provide access to Market Drive. Currently, 77th <br />28 Street is a right-in/right-out, and residents living north of MarketPlace often cut through <br />29 Schwan's to get to Market Drive. <br />30 <br />31 Economic Development Coordinator Divine advised a commercial developer met with <br />32 City staff and is interested in purchasing the Schwan's site on Lake Drive for a retail use. <br />33 The development as proposed could not provide access to Market Drive without cutting <br />34 through the Schwan's site and making it unusable for the retailer. The developer <br />35 explored alternative development plans that might improve site and road issues, including <br />36 the potential for incorporating the Vacha property to the north. <br />37 <br />38 Economic Development Coordinator Divine referred to a proposed alternative <br />39 development included in the packets. This alternative accomplishes the following: <br />40 <br />41 1. Provides a roadway to Market Drive that will not occur otherwise. <br />42 2. Incorporates the Vacha property into the commercial shopping center area. <br />43 3. Creates commercial pads for two additional retail users. <br />44 4. While this proposal does not show 77th Street closed, it could provide an <br />45 opportunity to do so, eliminating this right-in/right-out onto Lake Drive. <br />46 <br />
