CITY COUNCIL WORK SESSION APRIL 20, 2005 <br />APPROVED <br />• 1 accounting of expenses, based on the City Auditor's opinion, or further investigate this <br />2 issue in order to make a determination. <br />3 <br />4 City Administrator Heitke stated the Council intended to discuss this issue at the April 14 <br />5 joint Council/Charter Commission meeting. Since the City Attorney suggested to <br />6 Councilmembers that the meeting should occur at the Charter Commission's meeting <br />7 with the LMC staff attorney, it is assumed that this issue was not resolved at the April 14 <br />8 meeting and will require further Council direction. <br />9 <br />10 Ms. Paulette Warren, Charter Commissioner, stated she is appalled that the Council and <br />11 Commission cannot have discussions. Communication between the two bodies will <br />12 eliminate making mountains out of molehills. <br />13 <br />14 Councihnember Carlson suggested the Charter Commission receive an apology from the <br />15 City Council as a whole, regarding the joint meeting cancellation. <br />16 <br />17 LMC REQUEST TO PRESENT TO THE CHARTER COMMISSION, GORDON <br />18 HEITKE <br />19 <br />20 City Administrator Heitke referred to a letter dated April 13, 2005, from Ms. Rylee <br />21 Retzer, League of Minnesota Cities. The letter indicated Ms. Retzer would be happy to <br />22 speak to the Charter Commission but is requesting an invitation from the City Council. <br />.23 <br />24 It was the consensus of the Council to invite Ms. Retzer to speak to the Charter <br />25 Commission on a date to be determined by the Charter Commission. <br />26 <br />27 Council also indicated the intent is to schedule a joint Council/Charter Commission <br />28 meeting after Ms. Retzer speaks to the Charter Commission. <br />29 <br />30 City Administrator Heitke advised that as he listens to the Council, he does not believe <br />31 that the issue of the Charter Commission's role and authority is resolved within the <br />32 Council, and urged the Council to address this in the future. <br />33 <br />34 Mayor Bergeson called for a short break at 9:25 p.m. <br />35 <br />36 Mayor Bergeson reconvened the meeting at 9:33 p.m. <br />37 <br />38 PARADE FLOAT, GORDON HEITKE <br />39 <br />40 City Administrator Heitke advised the idea of a City parade float was suggested at the last <br />41 Council work session to utilize in the annual Blue Heron Days Parade as well as other <br />42 community events. <br />43 <br />44 Economic Development Coordinator Divine stated there is a company that is looking for <br />45 a used snowmobile trailer to use for a parade float. New trailers cost approximately <br />•46 $3,500.00. Staff is hoping to locate a used trailer. <br />47 <br />
