• <br />• <br />• <br />CITY COUNCIL WORK SESSION APRIL 20, 2005 <br />APPROVED <br />1 <br />2 City Engineer Studenski advised at the last City Council meeting, it was requested to <br />3 review the Road Reconstruction projects at the next Council work session. Also, staff <br />4 needs to know how to proceed with this year's and future years reconstruction projects. <br />5 City Engineer Studenski stated staff is requesting direction from the Council as to <br />6 whether: <br />7 <br />8 1. Submit only the Shenandoah Reconstruction project for the 2005 <br />9 Referendum. <br />10 2. Prepare West Shadow Lake Drive Feasibility Study without utility <br />11 improvements. <br />12 3. Replace the failed West Shadow Lake Drive project with another street <br />13 reconstruction for the 2005 Referendum. <br />14 4. Schedule the failed West Shadow Lake Drive project for a 2006 <br />15 Referendum. <br />16 <br />17 Acting Chair Stoltz stated that due to a difference in philosophies, he would support <br />18 option 1. <br />19 <br />20 Councilmember Carlson indicated she is also in favor of option 1. <br />21 <br />22 Councilmember Reinert advised he is in favor of option 2. However, he would prefer the <br />23 referendum include utility improvements for West Shadow Lake Drive. <br />24 <br />25 Councilmember Dahl stated she is undecided at this point. <br />26 <br />27 City Engineer Studenski indicated staff would continue to work through the process with <br />28 the Shenandoah Reconstruction project for the 2005 Referendum. <br />29 <br />30 Road Reconstruction Projects will appear on the Council work session agenda <br />31 Wednesday, May 4, 2005, 5:30 p.m. <br />32 <br />33 City Administrator Heitke advised the Communication Plan would also appear on the <br />34 next Council work session agenda. <br />35 <br />36 Mayor Bergeson returned to the Council discussion regarding the remaining agenda <br />37 items. <br />38 <br />39 FINANCIAL ACCOUNTING FOR CHARTER -RELATED EXPENDITURES, <br />40 GORDON HEITKE <br />41 <br />42 City Administrator Heitke stated at the April 6, 2005 Council work session, the Council <br />43 discussed the requests of the Charter Commission to modify the 2004 financial records to <br />44 account for staff -initiated Charter -related expenditures differently and to account for them <br />45 differently in the future. Since the draft minutes of the Charter Commission infer that <br />46 there was something "wrong" with the accounting of expenditures, staff requested that <br />47 the City Council either confirm that there was nothing technically improper with the 2004 <br />
