COUNCIL MINUTES APRIL 25, 2005 <br />APPROVED <br />S97 <br />98 Councilmember Reinert noted the item is not being added for discussion, but for information on the <br />99 process to determine the next steps for the residents here tonight. <br />100 <br />101 Councilmember Carlson noted that adding this to the agenda may set a precedent for future issues <br />102 being added on the night they are brought up at open mike. <br />103 <br />104 Councilmember Stoltz reaffirmed the item is meant as information from Staff on what the process <br />105 would be from here. He indicated that in light of the opposition, he would withdraw his motion and <br />106 suggest this be discussed at the next work session. Councilmember Reinert rescinded his second. <br />107 <br />108 Councilmember Carlson noted her concern about the letter received from the City Attorney with an <br />109 opinion on Mayor Bergeson's participation in this discussion, and the fact that the Council did not <br />110 receive that opinion prior to the meeting. <br />111 <br />112 Mayor Bergeson asked City Attorney Hawkins to read the letter, which he did. Mayor Bergeson <br />113 noted the conflict of interest was discussed at many meetings where this road improvement was <br />114 discussed. Councilmember Reinert and Councilmember Stoltz supported the fact that Mayor <br />115 Bergeson's participation, or lack thereof, was discussed many times. <br />116 <br />117 Councilmember Dahl indicated she was of the opinion that the Mayor's lack of participation was by <br />118 choice, and not suggested by the City Attorney. <br />119 <br />•120 The agenda was accepted as presented. <br />121 <br />122 CONSENT AGENDA <br />123 <br />124 Councilmember Reinert moved to approve the Consent Agenda.
