COUNCIL MINUTES JUNE 27, 2005 <br />APPROVED <br />• 91 Councilmember Reinert commented he did not see Club 49 on the list. City Clerk Blair noted that <br />92 their license has lapsed, and it will not be renewed since they are now closed. <br />93 <br />94 Councilmember Reinert moved to approve the Annual Liquor License Renewals as outlined in the <br />95 Staff report. Councilmember Carlson seconded the motion. <br />96 <br />97 Motion carried unanimously. <br />98 <br />99 B. Consideration of VLAWMO Restructuring <br />100 <br />101 Mayor Bergeson noted that when this was discussed at the work session, the Council was undecided <br />102 on what the action would be. He stated Staff has prepared two motions; one supporting the <br />103 continuation of VLAWMO as it exists, and the second approving a merger with the Ramsey - <br />104 Washington Watershed District. <br />105 <br />106 City Administrator Heitke stated Staff does not have any additional information since the work <br />107 session. He indicated he spoke with Jeff McGough, their VLAWMO representative, who stated there <br />108 was no additional information that could be provided. <br />109 <br />110 Mayor Bergeson stated the other cities that are part of VLAWMO have been split in their decisions, <br />111 and noted their representative was recommending the merger with the Ramsey -Washington <br />.112 Watershed District. <br />113 <br />114 Councilmember Reinert moved to adopt Resolution #05-88 approving the merger of the Vadnais <br />115 Lake Area Water Management Organization with the Ramsey -Washington Metro Watershed District <br />116 Councilmember Carlson seconded the motion. <br />117 <br />118 Councilmember Carlson noted this was a difficult decision. She stated she did talk to several people, <br />119 including members of the Ramsey -Washington Watershed District board. She indicated she believes <br />120 the key point is what they will be able to do for the environment, and being able to get the best <br />121 services for their community. She stated the downside to the merger is the cost is 25% higher, and <br />122 she did suggest to the Watershed District representative that perhaps a neighborhood meeting should <br />123 be held. She indicated in spite of the increase, she believes they will receive better services, and she <br />124 will support the merger. <br />125 <br />126 Councilmember Reinert agreed that in spite of the increase, the current organization is just not <br />127 efficient, and he believes the benefits and services they will receive will be worth the increased cost. <br />128 <br />129 Motion carried unanimously. <br />130 <br />131 Resolution No. 05-88 can be found in the City Clerk's office. <br />132 <br />133 <br />0134 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />135 <br />3 <br />
