COUNCIL MINUTES JUNE 27, 2005 <br />APPROVED <br />0136 A. Consideration of Resolution No. 05-86, Approving New Cingular Wireless PCS, LLC <br />137 Antenna Lease Agreement <br />138 <br />139 City Administrator Heitke summarized the Staff report, noting that the agreement calls for a term <br />140 increase of 7 %2 percent, rather than an annual increase. <br />141 <br />142 Councilmember Carlson moved to adopt Resolution No. 05-86, Approving New Cingular Wireless <br />143 PCS, LLC Antenna Lease Agreement. Councilmember Dahl seconded the motion. <br />144 <br />145 Motion carried unanimously. <br />146 <br />147 Resolution No. 05-86 can be found in the City Clerk's office. <br />148 <br />149 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br />150 <br />151 A. Consideration of Resolution No. 05-85, Authorization Distribution of I -35E Corridor <br />152 Draft AUAR for Public Comment, Jeff Smyser <br />153 <br />154 City Planner Smyser summarized the Staff report, and introduced John Shardlow and Ciara <br />155 Schlichting. <br />156 <br />Mr. Shardlow stated one recommendation from the work session was to review what an AUAR is, <br />.157 <br />158 and why the City is preparing this, as well as the difference between an EAW, and EIS, and an <br />159 AUAR. He explained the rules that determine when each type of document is needed, and which <br />160 governmental agency is responsible for ordering the preparation, and reviewing the document for <br />161 comment. He discussed how the I -35E corridor AUAR is different than a standard AUAR. <br />162 <br />163 Ms. Schlichting reviewed that traffic played a big factor in all three scenarios reviewed in the AUAR. <br />164 She stated all three scenarios would result in significant traffic increases, and in intersections that <br />165 would be rated F, which is less than ideal. She reviewed the figures shown in the AUAR, noting that <br />166 these depict graphically where the problem areas are located. She stated that to mitigate these traffic <br />167 problem areas, traffic lights and turn lanes would be needed in several locations. <br />168 <br />169 Ms. Schlichting stated there are also ecologically sensitive resources that need to be preserved, and <br />170 there are several ways to mitigate these resources. She reviewed a graphic that depicts the <br />171 Conservation Design Framework, which serve three purposes; stormwater conveyance, connecting <br />172 wildlife, and connecting humans. She advised the Stormwater Management Plan will control how <br />173 much run-off there is from the property. She noted when they reviewed the AUAR with the <br />174 Environmental Board, they were supportive of both the Conservation Design Framework and the <br />175 Stormwater Management Plan. <br />176 <br />177 Ms. Schlichting reviewed that the AUAR looked at the regional sanitary sewer capacity, and the <br />178 interceptor is already underway. She stated that unfortunately the worst case scenario requires more <br />0179 capacity; however there should be sufficient capacity until 2030. She reviewed the cultural resources <br />4 <br />
