COUNCIL MINUTES JUNE 27, 2005 <br />APPROVED <br />058 Councilmember Dahl moved to approve the FIRST READING of Ordinance 03-05, Amending <br />359 Ordinance No. 16-01, Market Place Planned Development Overlay District. Councilmember Reinert <br />360 seconded the motion. <br />361 <br />362 Motion carried. Councilmember Dahl voted yea. Councilmember Reinert voted yea. <br />363 Councilmember Carlson voted yea. Mayor Bergeson voted yea. Councilmember Stoltz was absent. <br />364 <br />365 Ordinance No. 03-05 can be found in the City Clerk's office. <br />366 <br />367 ADMINISTRATION DEPARTMENT REPORT (cont.) <br />368 <br />369 C. Consideration of Communication Plan Services <br />370 <br />371 City Administrator Heitke presented the Staff report, indicating this is being brought to the Council as <br />372 the result of direction from a Council work session. <br />373 <br />374 Todd Rapp, Himle Horner reviewed the proposal, noting the cost, excluding out of pocket expenses is <br />375 $6,250 for a four month period from July 15, 2005 to November 15, 2005. He reviewed some of the <br />376 other cities Himle Horner has worked with, and who the project contacts would be. He stated they do <br />377 not view this as a communication plan on a one-time referendum issue, but as a longer-term <br />378 communication plan on the City's Pavement Management Program. <br />W3379 <br />80 Councilmember Carlson commented the City has had the same two sections of road on the <br />381 referendum before, and are again holding public meetings with the neighborhoods. She asked if there <br />382 was anything besides a petition against the projects that would prevent it from being on the <br />383 referendum. City Administrator Heitke stated only a petition would prevent it being on the <br />384 referendum. <br />385 <br />386 Councilmember Carlson noted that there were comments at the work session that it would not be <br />387 possible to get a fully engaged public in four months. She stated she is concerned about the tight <br />388 timeline, and she would prefer to see a citizen survey done with the money budgeted for that purpose. <br />389 <br />390 Mr. Rapp stated it is a tight timeframe if the goal is to get the issues on a referendum and have the <br />391 community have a full understanding of the Pavement Management Plan. He stated his <br />392 recommendation would be a longer term communication plan to provide a full understanding of the <br />393 Pavement Management Plan. <br />394 <br />395 Councilmember Reinert moved to adopt Resolution No. 05-89 authorizing the Development and <br />396 Implementation of a Communication and Citizen Awareness Plan and Entering into a Contract with <br />397 Springsted, Inc., partnering with Himle Horner. Mayor Bergeson seconded the motion. <br />398 <br />399 Councilmember Reinert reviewed how they came to the suggestion of having a communication plan. <br />400 He stated there are two areas of road reconstruction on the ballot this fall, and both have been on a <br />•t01 ballot previously. He indicated he believes they failed because of lack of information on the projects <br />402 and how road reconstruction works in this city. He stated most cities do not repair roads in the way <br />9 <br />
