COUNCIL MINUTES JUNE 27, 2005 <br />APPROVED <br />•13 A. Consideration of Youth Resources Contract <br />314 <br />315 Police Chief Pecchia summarized the Staff report, stating Staff is requesting approval of the contract. <br />316 <br />317 Councilmember Dahl moved to approve the renewal of the Youth Resource Officer Agreement with <br />318 the Centennial School District. Councilmember Carlson seconded the motion. <br />319 <br />320 Motion carried unanimously. <br />321 <br />322 COMMUNITY DEVELOPMENT DEPARTMENT REPORT (cont.) <br />323 <br />324 C. Consideration of Resolution No. 05-87, Calling for a Public Hearing Regarding Tax <br />325 Abatement in Connection with YMCA Project, Mary Divine <br />326 <br />327 Economic Development Assistant Divine reviewed the Staff report, indicating Staff recommends <br />328 approval. She noted Steve Bubul from Kennedy & Graven, and Ms. Mikala from Springsted, Inc. <br />329 were both in attendance. <br />330 <br />331 Ms. Mikala advised the City committed to funding $1.5 million, with the preferred method being <br />332 through tax abatement. She gave a brief review of tax abatement. She reviewed the findings, noting <br />333 this would include a fifteen year tax abatement term, which is the longest allowed. She stated the <br />34 project would not maximize the City's ability to use tax abatement if another project came along. <br />35 <br />336 Councilmember Carlson noted that Legacy at Wood's Edge is partially in the TIF District, and <br />337 partially out, and asked if the YMCA is in the TIF District. <br />338 <br />339 Ms. Mikala stated the YMCA is out of the TIF District, adding that the tax abatement district is <br />340 outside the boundaries of the TIF District, and they cannot overlap. <br />341 <br />342 Mayor Bergeson clarified this is not a motion to approve tax abatement, but is simply calling a public <br />343 hearing on the matter. <br />344 <br />345 Councilmember Reinert moved to adopt Resolution No. 05-87 Calling for a Public Hearing <br />346 Regarding Tax Abatement in Connection with the YMCA Project. Councilmember Carlson seconded <br />347 the motion. <br />348 <br />349 Motion carried unanimously. <br />350 <br />351 Resolution No. 05-87 can be found in the City Clerk's office. <br />352 <br />353 B. Consider FIRST READING of Ordinance No. 03-05, Amending Ordinance No. 16-01, <br />354 Market Place Planned Development Overlay District, Paul Bengtson <br />355 <br />•56 City Planner Bengtson summarized the Staff report, indicating Staff recommends approval. <br />357 <br />
