• <br />CITY COUNCIL WORK SESSION JULY 6, 2005 <br />APPROVED <br />1 Public Services Director DeGardner stated earlier this year, the Center for Energy and <br />2 Environment (CEE) performed an inspection of the integrity of the building envelope <br />3 using infrared thermography and airflow tracer smoke. Significant air leakage and heat <br />4 loss were confirmed at the roof -wall joints and penetrations in the wall around the <br />5 buildings. Several corrective measures were recommended to improve the exterior shell <br />6 of the civic complex. That report was distributed to the Council at the June 15, 2005 <br />7 Council work session. City staff has performed the air sealing of accessible areas at the <br />8 perimeter of the wall joints and windowsills. The remaining work to be completed needs <br />9 to be done by qualified air barrier contractors. Weather -protecting the building exterior <br />10 will not only result in energy cost savings, but will also eliminate the potential for <br />11 moisture incursion to occur. <br />12 <br />13 Public Services Director DeGardner advised staff is asking the City Council to authorize <br />14 staff to proceed with soliciting quotes for the necessary improvements. <br />15 <br />16 Council directed staff to move forward with soliciting quotes for the necessary <br />17 improvements. If the bid is more than $50,000 the City will have to proceed with the <br />18 formal bid process. <br />19 <br />20 2005-2006 PROPOSED COUNCIL HIGH-PRIORITY GOALS, OBJECTIVES, <br />21 ACTIONS, GORDON HEITKE <br />22 <br />23 City Administrator Heitke advised staff took the goals and objectives the City Council <br />24 established at the Goal Setting Session in May and developed a Goals and management <br />25 Action Plan 2005-2006. A copy of the draft was distributed to the Council. <br />26 <br />27 Community Development Director Grochala reviewed the objectives and key action steps <br />28 relating to the following goals: <br />29 <br />30 1. Complete Town Center <br />31 2. Improve the City's Image <br />32 3. Plan for and Implement Needed Local and Regional Transportation <br />33 Improvements <br />34 4. Adopt a Redevelopment Revitalization Plan <br />35 5. Complete 35E Corridor AUAR, and Master Planning <br />36 6. Diversify the City's Tax Base <br />37 7. Update the Comprehensive Plan Through a Process that Begins with a <br />38 Citizen Survey and Community Visioning <br />39 <br />40 Chief Pecchia reviewed the objectives and key action steps in relation to the goal to <br />41 Maintain a High Level of Public Safety. <br />42 <br />43 Public Services Director DeGardner noted the objectives and key actions steps in relation <br />44 to the goal to Expand and Fund Recreational Facilities. <br />45 <br />
