• CITY COUNCIL WORK SESSION JULY 6, 2005 APPROVED 1 Public Services Director DeGardner stated earlier this year, the Center for Energy and 2 Environment (CEE) performed an inspection of the integrity of the building envelope 3 using infrared thermography and airflow tracer smoke. Significant air leakage and heat 4 loss were confirmed at the roof -wall joints and penetrations in the wall around the 5 buildings. Several corrective measures were recommended to improve the exterior shell 6 of the civic complex. That report was distributed to the Council at the June 15, 2005 7 Council work session. City staff has performed the air sealing of accessible areas at the 8 perimeter of the wall joints and windowsills. The remaining work to be completed needs 9 to be done by qualified air barrier contractors. Weather -protecting the building exterior 10 will not only result in energy cost savings, but will also eliminate the potential for 11 moisture incursion to occur. 12 13 Public Services Director DeGardner advised staff is asking the City Council to authorize 14 staff to proceed with soliciting quotes for the necessary improvements. 15 16 Council directed staff to move forward with soliciting quotes for the necessary 17 improvements. If the bid is more than $50,000 the City will have to proceed with the 18 formal bid process. 19 20 2005-2006 PROPOSED COUNCIL HIGH-PRIORITY GOALS, OBJECTIVES, 21 ACTIONS, GORDON HEITKE 22 23 City Administrator Heitke advised staff took the goals and objectives the City Council 24 established at the Goal Setting Session in May and developed a Goals and management 25 Action Plan 2005-2006. A copy of the draft was distributed to the Council. 26 27 Community Development Director Grochala reviewed the objectives and key action steps 28 relating to the following goals: 29 30 1. Complete Town Center 31 2. Improve the City's Image 32 3. Plan for and Implement Needed Local and Regional Transportation 33 Improvements 34 4. Adopt a Redevelopment Revitalization Plan 35 5. Complete 35E Corridor AUAR, and Master Planning 36 6. Diversify the City's Tax Base 37 7. Update the Comprehensive Plan Through a Process that Begins with a 38 Citizen Survey and Community Visioning 39 40 Chief Pecchia reviewed the objectives and key action steps in relation to the goal to 41 Maintain a High Level of Public Safety. 42 43 Public Services Director DeGardner noted the objectives and key actions steps in relation 44 to the goal to Expand and Fund Recreational Facilities. 45
