• <br />• <br />CITY COUNCIL WORK SESSION JULY 6, 2005 <br />APPROVED <br />1 Council directed staff to inform the developer that the Council is supportive of the <br />2 possibility of a senior assisted -living project on that site. <br />3 <br />4 Councilmember Carlson excused herself from the meeting at 7:18 p.m. <br />5 <br />6 Councilmember Reinert arrived at the meeting at 7:25 p.m. <br />7 <br />8 LETTER OF SUPPORT FOR PARK AND POOL FACILITY APPLICATION AT <br />9 CSAH 14 AND I -35E INTERCHANGE, MIKE GROCHALA <br />10 <br />11 Community Development Director Grochala advised Anoka County has been working on <br />12 the conceptual design of the CSAH 14 II -35E Interchange. As the Council is aware the <br />13 County is pursuing federal funding for the interchange reconstruction (2009-2010 dollars) <br />14 in this year's project solicitation process. <br />15 <br />16 Community Development Director Grochala stated as an interim measure, the County is <br />17 proposing to incorporate some temporary improvements to the interchange including a <br />18 loop in the northwest quadrant, a new street access east of 21st Avenue to service parcels <br />19 south of CSAR 14, and signalization of the ramp intersections. The County is also <br />20 proposing to incorporate a park and pool lot, to be located in the southwest quadrant of <br />21 the interchange (east of the gas station). <br />22 <br />23 Community Development Director Grochala advised Anoka County is currently <br />24 submitting an application for federal Congestion Mitigation Air Quality (CMAQ) funding <br />25 to assist with the project. The inclusion of the park and pool lot in to the proposed project <br />26 enhances the chance of a successful application. <br />27 <br />28 Community Development Director Grochala stated staff is requesting Council consent to <br />29 send a letter of support. <br />30 <br />31 Council directed staff to send a letter of support of the Park and Pool Facility application <br />32 at CSAH 14 and I -35E interchange. <br />33 <br />34 CIVIC COMPLEX ENERGY ASSESSMENT, RICK DEGARDNER <br />35 <br />36 Public Services Director DeGardner reviewed the background of the Civic Complex <br />37 energy assessment noting the first findings of the building envelope evaluation using <br />38 thermal imaging suggested that the areas of the wall system had potential deficiencies. <br />39 The Institute of Environmental Assessment (IEA) recommended that further evaluation of <br />40 the exterior wall systems be done to verify anomalies during the thermal imaging <br />41 evaluation. <br />42 <br />43 Public Services Director DeGardner advised to resolve these issues, necessary tasks were <br />44 divided into four categories: remove the existing mold, improve mechanical systems, <br />45 improve monitoring of the entire mechanical system, and improve building envelope. <br />
