Public Hearing, Shenandoah Area Street Improvement Project, Jim Studenski <br />78 <br />79 Mayor Bergeson has requested Councilmember Stoltz be Acting Mayor for this hearing. Mayor <br />80 Bergeson stated he would not participate in items 6A or 6B, because he owns property along West <br />81 Shadow Lake Drive. <br />82 <br />83 Acting Mayor Stoltz opened the public hearing at 6:38 p.m. <br />84 <br />85 City Engineer Studenski summarized the Staff report, indicating Staff recommends approval. <br />86 <br />87 Councilmember Carlson asked if there were any comments on the assessment per lot regarding size. <br />88 City Engineer Studenski stated there were three; two were requesting clarification and one resides on <br />89 a cul-de-sac and felt charges should be per frontage. He noted City policy dictates charges are <br />90 allocated by the whole project and everyone benefiting. <br />91 <br />92 Acting Mayor Stoltz asked for an explanation of the 60 -day inaction process. City Engineer <br />93 Studenski stated this period allows anyone to send information to City Hall and once the 60 days <br />94 lapses, the tally of information is brought to Council. If there was a petition of more than 50 percent <br />95 within an assessed area, the City would not be able to assess those residents and Council would need <br />96 to decide if they wanted to move forward with the project. <br />2 <br />
