Consideration of Approval of Block Party Application for Red Clover Lane <br />250 <br />251 City Administrator Heitke summarized the Staff report, stating Staff recommends approval. He noted <br />252 Lot 4 did not sign the petition and they called today regarding opposition to the block party. <br />253 <br />254 Susan Culp, 175 Red Clover Lane (Lot 4,) stated when the petition was presented to her, she <br />255 indicated she had a family funeral service that day and did not feel a party was appropriate. At that <br />256 time, she was told the party would not take place; however, in calling the City today she was <br />257 informed it was on the agenda. <br />258 <br />259 Mayor Bergeson noted if the application, with a proposed date of this Saturday, is not approved the <br />260 block party cannot occur. He asked about alternatives and suggested the barricades be moved. <br />261 <br />262 Police Chief Pecchia stated the barricades were probably placed to set aside space for movement of <br />263 the party, but to not be overbearing on taking space that is not needed. <br />.64 <br />65 Councilmember Carlson asked what time the service begins. Ms. Culp stated it starts at 3:00 p.m., <br />266 dinner at 5:30 p.m., then a tree planting. <br />267 <br />268 Councilmember Carlson asked about details of the block party. City Police Chief Pecchia stated there <br />269 would be a party wagon, but to his knowledge no band is set to appear. <br />270 <br />271 Councilmember Dahl asked about moving the barricades a few houses down with the notation it is <br />272 due to a memorial service. She noted the wagon, food, etc. must have been ordered some time in <br />273 advance. <br />274 <br />275 City Administrator Heitke stated his understanding is the block party application is to propose a party <br />276 on a public right-of-way. Mayor Bergeson stated if the party were in a yard they would not need <br />277 permission. <br />278 <br />279 Councilmember Reinert asked for a recommendation other than canceling the party. He stated items <br />280 have already been rented and there is acceptance from almost all of the neighbors. He recommended <br />281 approval if the barricades can be moved down a few houses. <br />282 <br />283 Councilmember Reinert moved to approve the block party application for Red Clover Lane with the <br />284 conditions of moving the barricades across Squirrel Road between Block 2, Lot 1 and Block 4, Lot 1; <br />285 and Red Clover Lane between Block 2, Lot 8, and Block 1, Lot 2 and that approval of the party be <br />286 obtained by the owner of Block 4, Lot 1.
