• <br />• <br />• <br />CITY COUNCIL WORK SESSION SEPTEMBER 21, 2005 <br />APPROVED <br />1 PINE STREET PAVING PETITION <br />2 <br />3 City Engineer Studenski advised per Council direction, the City sent a letter July 25, 2005 <br />4 to Pine Street residents requesting their input on paving Pine Street. A petition was <br />5 included with three scenarios to choose from: 1) Pave Pine Street from Lake Drive to <br />6 Western Terminus, 2) Pave Pine Street from Lake Drive to 4th Avenue, or 3) Against any <br />7 street paving. <br />8 The results of this petition as of September 1, 2005, were as follows: <br />9 <br />10 • Total for paving Pine Street: 8 (25%) <br />11 • Pave Pine Street from lake Drive to Western Terminus: 3 (9%) <br />12 • Pave Pine Street from Lake Drive to 4th Avenue: 5 (16%) <br />13 • Against: 11 (34%) <br />14 • Did not respond: 13 (41%) <br />15 <br />16 City Engineer Studenski noted there are 32 residents that front Pine Street. He referred to <br />17 a location map included in the packets. Staff is requesting direction from the City <br />18 Council as to the next step that staff should take in response to the paving request. <br />19 <br />20 Council directed staff to send out a letter to the affected residents indicating there is not <br />21 enough support for the project. <br />22 <br />23 COMMUNITY SURVEY PROPOSAL <br />24 <br />25 City Administrator Heitke advised in 1996, the City of Lino Lakes hired Decision <br />26 Resources, Ltd. To prepare the 1996 Quality of Life Study, which consisted of the <br />27 findings and analysis of a community survey. The City Council included funds in its <br />28 2005 budget to have a similar study conducted again in order to have current information. <br />29 A proposal to conduct a study has been requested from Decision Resources, Ltd. As they <br />30 conduct nearly all the local government surveys in Minnesota. They are also experienced <br />31 in designing surveys to provide useful information for subsequent visioning and <br />32 comprehensive plan update activities, which the City will be doing. <br />33 <br />34 City Administrator Heitke reviewed the proposal and requested Council direction as to <br />35 whether the proposal is acceptable and should be placed on the September 26, 2005 <br />36 regular meeting agenda for action. <br />37 <br />38 Council requested the following additional information before the survey will be placed <br />39 on a regular Council agenda for action: <br />40 <br />41 1. Information regarding targeted surveys <br />42 2. Information regarding the mix of demographics used for the survey <br />43 3. Information on the last survey the City conducted <br />44 4. What type of final documents the City will receive <br />45 5. How Decision Resources, Ltd. conducted the School District survey <br />
