At this time, staff is requesting Council direction with regard to establishment of <br />2 a citizen communication plan. <br />3 <br />4 Community Development Director Grochala stated in 2003, the City provided project <br />5 information in the following methods: <br />6 <br />7 1. Information Press Release published in the Quad and Pioneer Press <br />8 2. Reconstruction article in the City Newsletter (Spring & Fall) <br />9 3. Program on Channel 16 describing project and need (program was ran <br />10 repeatedly leading up to the election) <br />11 4. Information Brochure mailed to all Lino Lakes Property Owners <br />12 5. Held two "open house" information meetings with staff, engineer, and <br />13 financial consultants. Open House advertised in brochure and Quad Press. <br />14 6. Project information posted on City web -site <br />15 <br />16 Community Development Director Grochala stated that since there has been discussion <br />17 regarding the lack of communication to residents during the 2003 election, staff is <br />18 requesting Council direction on what additional methods should be used. <br />19 <br />20 It was the consensus of the Council that the Reconstruction Communication Plan as <br />21 proposed by staff is acceptable and staff should move forward with the Plan. <br />22 <br />23 JPA WITH ANOKA COUNTY <br />24 <br />25 Community Development Director Grochala advised on July 25, 2005 the City Council <br />26 authorized final design of the CSAH 23/I35W Interchange (Resolution No. 05-107) with <br />27 the understanding that Anoka County would fund up to 50% of the project cost. The <br />28 estimated cost of the design as proposed by SEH Inc., the City's consulting engineering is <br />29 $575,480. Anoka County share of the design work is $287,740. <br />30 <br />31 Community Development Director Grochala stated City staff received the Final Design <br />32 JPA from Anoka County Tuesday, September 20, 2005. Anoka County has approved the <br />33 JPA for execution. Both City staff and the City Attorney have reviewed the document <br />34 and are requesting Council approval. <br />35 <br />36 Community Development Director Grochala stated to expedite execution of the document <br />37 and subsequently the reimbursement process staff is requesting Council consideration to <br />38 place the approval of the JPA on the September 26, 2005 Council meeting consent <br />39 agenda. <br />40 <br />41 Council directed staff to add JPA with Anoka County to the consent agenda Monday, <br />42 September 26, 2005, 6:30 p.m. <br />43 <br />
