Shortly, thereafter, the <br />24 City was contacted by the City of Forest Lake inquiring as to whether the City of Lino Lakes <br />25 would oppose the incorporation in favor of possible annexation of portions of the town into <br />26 Forest Lake and Lino Lakes. Staff responded that due to the lack of municipal water and <br />27 sewer services in the northern portion of Lino Lakes, current land uses, and comprehensive <br />28 plan, at this time the annexation of a significant portion of Columbus Township does not <br />29 meet the statutory criteria for the ordering of an annexation by the Director of the Office of <br />30 Strategic and Long -Range Planning. <br />31 <br />32 City Administrator Heitke stated in October the Forest Lake City Council petitioned the State <br />33 to annex 655 acres of land located east of I-35 and I35E, bordering the northern boundary of <br />34 Lino Lakes. At the end of November, the Town of Columbus requested the City of Lino <br />35 Lakes pass a resolution in support of the incorporation of the Town of Columbus. They have <br />36 submitted a proposed resolution for consideration. <br />37 <br />38 City Administrator Heitke advised both the requests of the City of Forest Lake and Town of <br />39 Columbus would result in the City of Lino Lakes supporting one neighboring entity over the <br />40 other neighboring entity. In addition to currently working with both entities on <br />41 transportation issues, the City of Lino Lakes may find itself in the position of needing to <br />42 work with whichever entity has jurisdiction in the future on local road issues, utility <br />43 connections, etc. The decision on incorporation and annexation by the Director of the Office <br />44 of Strategic and Long -Range Planning is based on 13 factors in cases of incorporation and 14 <br />45 factors for annexation for the purpose of determining the most appropriate form of <br />46 government to serve the area in question. The only factor related to staff's opinion is <br />47 "relationship and effect of the proposed action on adjacent school districts and <br />
