He noted if projects are not assessed up front the City has to carry the costs <br />4 for the project. <br />5 <br />6 These items will appear on the Consent agenda for the City Council Meeting on Monday, <br />7 December 19, 2005, 6:30 p.m. <br />8 <br />9 The City Council recessed the regular work session for a closed meeting on a confidential <br />10 personnel matter with an attorney at 6:42 p.m. <br />11 <br />12 Mayor Bergeson reconvened the regular Council work session at 7:53 p.m. <br />13 <br />14 REQUESTS FOR RESOLUTION/SUPPORT RELATED TO FOREST LAKE <br />15 ANNEXATION/TOWN OF COLUMBUS INCORPORATION (Referred by <br />16 Council Member Carlson from Council Meeting 12/12/05) <br />17 <br />18 Councilmember Dahl advised she requested this item be placed on the work session <br />19 agenda. She stated she had invited representatives from Columbus Township to the <br />20 meeting and they were present earlier. <br />21 <br />• 22 City Administrator Heitke stated there has been a lot of miscommunication regarding this <br />23 issue. Representatives from Columbus Township were emailed regarding the meeting <br />24 tonight. He stated those representatives would be present at the January 4, 2006 Council <br />25 work session. <br />26 <br />27 City Administrator Heitke explained this item would have been on a future meeting <br />28 agenda if the Council had indicated they would consider the request at the last Council <br />29 work session. <br />30 <br />31 Councilmember Stoltz stated staff should handle all agenda items and coordinate <br />32 representatives at meetings for all issues. That is the staff's job and all members of the <br />33 City Council should be on the same page and provide a united front. Individual <br />34 Councilmember's should not invite representatives for any issue. He stated if Columbus <br />35 Township was invited the City of Forest Lake should also have been invited to make a <br />36 presentation. <br />37 <br />38 City Administrator Heitke stated this issue was only placed on the last work session <br />39 agenda to obtain Council direction. There are specific state statutes for incorporation and <br />40 annexation. Staff does not feel that there would be a "relationship and effect" from either <br />41 proposed action to Lino Lakes and therefore finds no compelling reason to enter into <br />42 incorporation or annexation proceedings. <br />43 <br />• 44 The Council directed staff to invite both the City of Forest Lake and Columbus Township <br />45 to the January 4, 2006 Council work session. <br />
