CITY COUNCIL WORK SESSION DECEMBER 14, 2005
APPROVED
• 1
REINERT RESOLUTION: INTRODUCTION OF RESOLUTION BY
COUNCILMEMBER REINERT REQUESTING THAT DECISION RESOURCES
DEVELOP AND INCLUDE A QUESTION ON THE SURVEY THAT WOULD
ASK RESIDENTS IF THEY WOULD LIKE TO HAVE A REFERENDUM ON
THE QUESTION OF FUNDING FOR A VIKINGS STADIUM

City Administrator Heitke advised he received a request from two Councilmembers to
place this item on the agenda.

Councilmember Reinert distributed and reviewed the draft Reinert Resolution supporting
the additional of a question to the City survey regarding the Viking stadium funding. He
stated the resolution is a way to find out how residents feel about the Vikings stadium
sales tax issue.

UPDATE ON CURRENT STATUS OF COMMUNITY SURVEY

City Administrator Heitke advised he did speak with Decision Resources about the
proposed question. They have indicated they can add the question to the City survey.

The City Council determined they would like to review the added question to the survey
as well as the previous changes discussed by the Council. The proposed question will be
forwarded to the Council. Councilmembers will confirm they are comfortable with the
format of the question. If there are no objections, staff would advice Decision Resources
to move forward with the survey.

Reinert Resolution was added to the regular Council agenda Monday, December 19,
2006, 6:30 p.m.

REGULAR AGENDA ITEMS

Item 2B, Consideration of Resolution No. 05 — 202, Adopting the 2006 General
Operating Budget — Councilmember Dahl and Councilmember Carlson requested new
copies of the entire proposed budget.

Mayor Bergeson suggested at a future meeting the Council receive an update from the
Tax Assessor regarding tax valuations.

There were no other changes to the regular Council agenda.

Councilmember Stoltz requested a uniform police officer attend future Council meetings
until further notice. He explained his reason for the request is the tone of the last meeting
and threats made to City staff. He advised his request could be voted on at the Council
meeting or the Council could informally agree to his request.
45
