• <br />• <br />• <br />COUNCIL WORK SESSION JANUARY 18, 2006 <br />APPROVED <br />1 Mr. Paul Erickson, Executive Director of MASC, stated quality youth hockey programs <br />2 are dependent on indoor ice. <br />3 <br />4 Ms. Hockert presented a proposal for a partnership for the construction of an indoor <br />5 hockey rink at the National Sports Center in Blaine. She noted 69% of participants in the <br />6 program reside in Lino Lakes. <br />7 <br />8 Mr. Erickson provided the background on how ice arenas are typically financed and <br />9 operated by cities. He stated that the presence of the National Sports Center allows for a <br />10 unique opportunity for neighboring communities. This proposal calls for the cities of <br />11 Circle Pines, Lino Lakes and Centerville to share the backing of 1,340 ice hours/year for <br />12 20 years. The CYHA contributes 680K. The cities of Circle Pines, Lino Lakes and <br />13 Centerville contribute collectively 100K. The formula is as follows: Lino Lakes 72%; <br />14 Centerville 16%; and Circle Pines 12%. <br />15 <br />16 Mr. Erickson also reviewed an ice sales plan ensuring all hours are sold. He provided the <br />17 background on the National Sports Center. He advised the rink is under construction and <br />18 would be opening in October 2006. He indicated the MASC would like to have the City <br />19 take action by the end of February 2006. <br />20 <br />21 Mayor Bergeson advised the City has already made the 2006 budget commitments. <br />22 However, the Council would have a discussion about the proposal. <br />23 <br />24 Councilmember Carlson suggested the Park Board review the proposal and provide input <br />25 to the Council. <br />26 <br />27 ` Mr. Erickson added ice hours could be offered to the Park and Recreation programs <br />28 within the City. He also suggested the possibility of the Council passing a resolution <br />29 pledging funds for the project at some point in the future. <br />30 <br />31 LINO LAKES YMCA PROJECT <br />32 <br />33 Associate Planner Bengtson distributed revised copies of the resolution regarding the <br />34 YMCA project. He stated the City has a final plan for the YMCA. The biggest issue was <br />35 the architectural standards within the Town Center. Staff has worked with the YMCA on <br />36 this issue. <br />37 <br />38 Associate Planner Bengtson reviewed a detailed drawing of the building noting the <br />39 proposed structure has integrated a number of climatic response devices that meet the <br />40 design guidelines. The Planning and Zoning Board recommended approval of this <br />41 application at their January 11 regular meeting. Staff is also recommending approval <br />42 based on the noted conditions. <br />43 <br />44 It was the general consensus of the Council that the project falls short of what was <br />45 anticipated. <br />
