He pointed out the minor changes in the resolution and advised the report <br />10 was revised to address the site design issues first. <br />11 <br />12 This item will appear on the regular Council agenda Monday, January 23, 2006, 6:30 p.m. <br />13 <br />14 DRAFT PLANNING STUDY, HODGSON/CR J AREA <br />15 <br />16 City Planner Smyser advised staff has been working the past year on a study of the land <br />17 and infrastructure around the intersection of Hodgson Road (CSAH 49) and County Road <br />18 J (Ash Street). The goal is a planning document that will be adopted by the City Council <br />19 as the guide for development in that area. <br />20 <br />21 City Planner Smyser stated the draft report was included in the Council packets. The <br />22 draft is unfinished and in no way should it be considered a final report. The Planning and <br />23 Zoning Board saw the draft document in December, and supported the proactive approach <br />24 to planning. The Planning and Zoning Board also supported a senior housing campus <br />25 concept. <br />26 <br />27 City Planner Smyser advised there are two prospective developments in the area. The <br />28 larger infrastructure planning issues are the priority, but the City should remember that <br />29 these developments would construct or contribute toward the provision of needed <br />30 infrastructure. <br />31 <br />32 City Planner Smyser reviewed the report in detail indicating staff is not making <br />33 recommendations for a final plan at this time. That will come after more discussions with <br />34 developers, landowners, and other government jurisdictions, Planning and Zoning Board <br />35 and the City Council. Ultimately, the plan will need to provide guidance on alignments <br />36 of water, sanitary sewer, and the roads needed for proper access and circulation. <br />37 <br />38 PETITION TO AMEND CITY CHARTER <br />39 <br />40 Mayor Bergeson noted the response from the City Attorney regarding the petition to <br />41 amend City Charter was included in the Council packets. <br />42 <br />43 City Administrator Heitke distributed copies of the petition received to not allow City <br />• 44 Council Members (including the Mayor) to also be members of the Lino Lakes Charter <br />45 Commission at its September 26, 2005 meeting.
