COUNCIL MINUTES JANUARY 23, 2006 <br />APPROVED <br />•135 <br />136 Councilmember Carlson commented that she always gets concerned about looking at a new tax, <br />137 especially next year when they are looking at a 12.74% increase already, as indicated in the five-year <br />138 plan draft. <br />139 <br />140 Councilmember O'Donnell countered that those are projected numbers before they even set the 2007 <br />141 budget, and using the term new tax is misleading when it is something being paid by taxes already. <br />142 <br />143 City Administrator Heitke clarified that the number mentioned came from a draft document given to <br />144 the City Council, and has not been approved. He stated that it is also not unusual to see an increase in <br />145 the dollar amount for services when a city is growing. He indicated that if the City Council <br />146 remembers from the presentation, the tax rate is actually going down slightly. <br />147 <br />148 Mayor Bergeson stated that underlying this discussion is the concept of a user fee, which is a common <br />149 concept in government, used often to finance highways. He indicated that the same concept is what is <br />150 being proposed here; to charge those that create storm water, which is most of us. <br />151 <br />152 Mayor Bergeson opened the public hearing at 6:56 p.m. <br />153 <br />154 Mr. Jacques noted that the MN Pollution Control Board will be voting tonight on a new permit, and <br />155 over the next 90 days the city will be required to apply for coverage under that permit. <br />Allk156 <br />157 Councilmember Reinert moved to close the public hearing at 6:58 p.m. Councilmember O'Donnell <br />158 seconded the motion. <br />159 <br />160 Motion carried unanimously. <br />161 <br />162 B. Consideration of Resolution No. 06-08, authorizing an agreement with Anoka County <br />163 for 2006 Residential Recycling Program, Marty Asleson <br />164 <br />165 Community Development Director Grochala summarized the Staff report, indicating that Staff is <br />166 recommending approval. <br />167 <br />168 Councilmember Carlson moved to adopt Resolution No. 06-08 authorizing an agreement with Anoka <br />169 County for 2006 Residential Recycling Program. Councilmember O'Donnell seconded the motion. <br />170 <br />171 Motion carried unanimously. <br />172 <br />173 Resolution No. 06-08 can be found in the City Clerk's office. <br />174 <br />175 C. Consideration of Resolution No. 06-10, Requesting Speed Study for CSAH 23 (Lake <br />176 Drive), Michael Grochala <br />177 <br />•178 Community Development Director Grochala summarized the Staff report, indicating Staff is <br />179 recommending approval. <br />4 <br />
