As always, any applicant may appeal the administrative decision <br />3 to the City Council. <br />4 <br />5 It was the consensus of the Council to direct staff to move forward with the new proposed <br />6 block party application approval process. <br />7 <br />8 CITY COUNCIL ETHICAL GUIDELINES <br />9 <br />10 Councilmember O'Donnell advised that with the assistance of staff, he prepared the <br />11 updated and revised City Council guidelines, which are now complete. <br />12 <br />13 City Administrator Heitke distributed a copy of the excerpts from the Council retreat <br />14 relating to this issue noting which of those excerpts would be added to the draft. <br />15 <br />16 The Council discussed the proposed City Council guidelines noting the following <br />17 changes: <br />18 <br />19 1. A statement would be added to the Purpose indicating the Code of Conduct <br />20 does not supersede state statutes or state laws. <br />21 <br />22 2. The paragraph regarding Agenda Preparation would be rewritten. <br />23 <br />24 3. The addition of "as soon as possible" would be included in the paragraph <br />25 regarding the Sharing of Information. <br />26 <br />27 4. The words "appropriately informed" would be added to the paragraph <br />28 regarding Coordination with City Staff. <br />29 <br />30 5. The words "of non-public information" would be added to the paragraph <br />31 regarding Confidential Information. <br />32 <br />33 6. The words "should be voted on" would be added to the paragraph regarding <br />34 Orientation. <br />35 <br />36 7. The words "private, personal, and political purposes" would be added to the <br />37 paragraph regarding Use of Public Resources. <br />38 <br />39 City Administrator Heitke advised another draft of the City Council Ethical Guidelines, <br />40 including the above changes, would be distributed to the Council at the upcoming <br />41 Council meeting. <br />42 <br />43 ADVISORY APPOINTMENTS <br />44 <br />45 The Council voted on the Advisory Board Annual Appointments. <br />5 <br />• <br />
