CITY COUNCIL WORK SESSION APRIL 3, 2006 <br />,APPROVED <br />1 CSAH 49 BRIDGE REPLACEMENT PROJECT UPDATE <br />2 <br />3 Community Development Director Grochala advised the 49/Hodgson Road Bridge is <br />4 going to be replaced this summer by Anoka County. The bridge will be closed for three <br />5 months, beginning the day after school is out. <br />6 <br />7 Community Development Director Grochala stated the County has identified poor soil <br />8 conditions and has to excavate where a City watermain is located. The City is going to <br />9 have to relocate the entire water line. The project will be done as part of the overall <br />10 project and the City will have to reimburse the County for the work that is done. <br />11 <br />12 Community Development Director Grochala advised the City would have to enter into a <br />13 joint powers agreement (JPA) with the County for the project. The JPA will be brought <br />14 forward for Council consideration at a future Council meeting. <br />15 <br />16 .2006 - 2007 COUNCIL GOALS <br />17 <br />18 City Administrator Heitke stated the City Council conducted a Council retreat on <br />19 February 20-21, 2006, which included the identification of priority goals. In view of the <br />20 now known date for the presentation of the results of the community survey, staff has <br />21 waited to complete the finalization of the 2006 — 2007 goals, objectives and actions until <br />22 after receiving the results of the survey to allow for any needed changes in issues or <br />23 priorities based on those results. <br />24 <br />25 City Administrator Heitke stated the communication process to be developed by staff <br />26 with assistance from identified Council members has been discussed at the staff level. It <br />27 is planned that this activity will be completed and presented to the Council at the May <br />28 Council work session. Other decisions made by the Council at the retreat have already <br />29 been implemented. Staff has initiated work on the analysis of the City's long term <br />30 financial situation and future Council fmancial work session. It is planned to have the <br />31 analysis competed to allow for a special Council work session to be held in late May or <br />32 early June. <br />33 <br />34 BLOCK PARTY APPLICATIONS <br />35 <br />36 City Administrator Heitke advised staff previously indicated to the City Council that the <br />37 block party application and approval process would be reviewed for the purpose of <br />38 improving the process for both the Council and applicants. Staff has completed this <br />39 review and is recommending that the approval of block party permits be an administrative <br />40 action. <br />41 <br />42 City Administrator Heitke stated staff has revised the application form and developed a <br />43 permit requirement agreement and notification form for affected parties. The new forms <br />44 and agreement will ensure that the applicant understands all City regulations related to <br />45 block parties, inform City staff of the planned specific activities and hours, and will allow <br />4 <br />• <br />
