• • SPECIAL JOINT COUNCIL MEETING APRIL 5, 2006 APPROVED CITY OF LINO LAKES MINUTES SPECIAL JOINT MEETING OF THE CITY COUNCIL, PARK BOARD, ENVIRONMENTAL BOARD, PLANNING & ZONING BOARD & ECONOMIC DEVELOPMENT ADVISORY COMMITTEE DATE : April 5, 2006 TIME STARTED : 6:38 p.m. TIME ENDED : 8:35 p.m. COUNCIL MEMBERS PRESENT : Council Members Carlson, Dahl, Reinert, Stoltz and Mayor Bergeson PLANNING AND ZONING PRESENT : Rafferty, Rect, Nelson, Ladem and Pogalz ENVIRONMENTAL BOARD PRESENT : Gundhofer, DeHaven, and Norman PARK BOARD PRESENT : Frederickson, Huelman, and Montain EDAC PRESENT: : Vacha, Schwartz, Helgemoe, Combs, Uschke and Milbauer Staff members present: City Administrator, Gordon Heitke; Community Development Director, Michael Grochala; City Planner, Jeff Smyser; Environmental Specialist, Marty Asleson; Public Services Director, Rick DeGardner; Economic Development Coordinator, Mary Alice Divine; and City Engineer, Jim Studenski CALL TO ORDER Mayor Bergeson thanked everyone for coming to the meeting and asked all City Board Member's to introduce themselves. He noted the purpose of the meeting is to discuss the Hardwood Creek Development. INTRODUCTIONS Community Development Director Grochala stated the City has been talking about the Hardwood Creek Development for quite some time. Staff has been working with the design team on various issues. He introduced the design team including City staff, Dahlgren, Shardlow, Uban (DSU) and TKDA. Ms. Kendra Lindahl, Landform, introduced the design team from Hardwood Creek Development, LLC. Community Development Director Grochala provided a project background, the guiding principals within the project and the existing conditions in the project area. He also reviewed the important public values that have been identified throughout the project process.
