• <br />SPECIAL JOINT COUNCIL MEETING APRIL 5, 2006 <br />APPROVED <br />Mr. Geoff Martin, DSU, came forward and indicated he had been retained by the City to <br />work with the development team to coordinate the project and work out details of the <br />plan. He noted there are many, many details that still need to be worked out. He stated it <br />has been a pleasure to work with the City on this project. <br />PROJECT PRESENTATION <br />Ms. Caroline Krall, Landform, explained the objectives of the plan in terms of <br />conservation development. She provided an overview of the project noting open space is <br />a significant part of the plan. She detailed the key elements of the plan including open <br />space, the trail network, waterways, transportation and housing. <br />Ms. Lindahl advised the key issues that are still being worked on involve traffic <br />improvements, storm water management and architectural design. <br />Ms. Lindahl outlined the next steps in the process indicating a formal application will be <br />submitted to the City. She requested the City Boards provide feedback before the formal <br />application is submitted. <br />DISCUSSION <br />Community Development Director Grochala stated this is the time for the City Boards to <br />vocalize their issues and get them on the table. Then staff can address those issues with <br />the design team. <br />The City Council and City Boards asked questions regarding the proposed development. <br />Staff answered questions and noted the following outstanding issues regarding the <br />project: <br />• Type of and quality of commercial development <br />• An additional interchange at County Road 80 <br />• County Road 14 Interchange Project <br />• Transition between different uses on the site <br />• The amount of open space, water and prairie grasses <br />• Decline of species <br />• Need for active recreation fields <br />• Park Dedication requirements <br />
