• <br />COUNCIL MINUTES APRIL 10, 2006 <br />APPROVED <br />Resolution No. 06-57, Approving Funding for <br />Voice Over IP System Approved <br />Resolution No. 06-55, Approving Temporary On - <br />Sale Liluor License for VFW Post #6583, Wine <br />Tasting Event on May 19, 2006 <br />Approved <br />FINANCE DEPARTMENT REPORT, AL ROLEK <br />There was no report from the Finance Depatlunent. <br />ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />2006 Wage Adjustments for Non -Union Employees — Administration Director Tesch advised staff <br />is recommending that non-union employees receive a three percent salary adjustment for 2006. Three <br />percent is the same percentage increase the City's other employee groups are receiving for 2006. <br />Councilmember Stoltz moved to approve the wage adjustments as recommended. Councilmember <br />Carlson seconded the motion. Motion passed unanimously. <br />• Consider 2006-2007 AFSCME Contract — Administration Director Tesch advised the City has <br />received a tentative two-year agreement with AFCME, the union that represents the City's <br />clerical/technical employees. It has been agreed that any increases in health insurance premiums that <br />may arise later this year will be split, and provide a three percent increase in wages for 2006 and <br />2007. Three percent is the percentage increase given to Local 49 (general maintenance) and L.E.L.S <br />(police officers). The City also agreed to a market increase of seven percent for two Recreation <br />Supervisors. <br />Councilmember O'Donnell moved to approve the AFSCME Contract as recommended. <br />Councilmember Stoltz seconded the motion. Motion passed unanimously. <br />Offer of Employment to Tim Noll as a Police Officer — Administration Director Tesch advised last <br />year the City recruited for a vacant police officer position. At that time a list was created from which <br />the City would be able to draw upon future officers that could be hired within the year. <br />The next individual on the availability list is Mr. Tim Noll. Mr. Noll has worked for the City as a <br />seasonal employee for a number of years. Staff is confident that Mr. Noll will be an asset to the <br />Public Safety Department. <br />Councilmember Carlson moved to approve a conditional offer of employment to Mr. Noll. <br />Councilmember Reinert seconded the motion. Motion passed unanimously. <br />• City Council Code of Conduct — City Administrator Heitke advised the updated "Lino Lakes City <br />Council Code of Conduct" was presented and discussed at the City Council work session on April 3, <br />2 <br />
