CITY COUNCIL WORK SESSION JUNE 5, 2006 <br />APPROVED <br />• 1 signals, may improve the overall operation of the area's transportation system. Anoka <br />2 County has been hesitant to modify their proposed plans based in part on the intersections <br />3 inconsistency with their access spacing guidelines as well the significant debate over the <br />4 intersection during the CSAH 14 design process. <br />5 <br />6 Community Development Director Grochala advised in order to address the accessing <br />7 spacing issues the development team has also proposed the possibility of realigning <br />8 CSAH 54 to tie directly into CSAH 54 immediately east of the Main Street Bank. There <br />9 appears to be many advantages to this design however, the access to southbound 21st <br />10 Avenue becomes problematic. Additionally, Centerville is uncertain, at this time, what <br />11 impact the realignment would have on their downtown project. The development team <br />12 and City staff are coordinating review efforts with the City of Centerville. Anoka County <br />13 has stated that they do not want to proceed with any consideration of the realignment <br />14 unless there is a local request to do so. <br />15 <br />16 Community Development Director Grochala stated the development team is looking at a <br />17 lot of different options to develop an efficient transportation system in this corridor. <br />18 <br />19 Ms. Caroline Krawl came forward and stated the overall system had a lot more problems <br />20 that what was originally anticipated. The traffic system has to be looked at in a more <br />21 comprehensive way. <br />22 <br />23 Mr. Bruce Bojar, Westwood, came forward and presented the traffic simulations for each <br />24 scenario as well as the projected peak traffic volumes. <br />25 <br />26 Councilmember O'Donnell arrived at 8:10 p.m. <br />27 <br />28 Mr. Bojar displayed drawings of alternatives for each intersection noting the advantages <br />29 and disadvantages of each option. <br />30 <br />31 Ms. Krawl stated the development team is going to continue working on the options and <br />32 do further analysis. Once that analysis is complete, those studies will be brought back to <br />33 the Council as well as the City of Centerville. <br />34 <br />35 The majority of the Council indicated support to continue studying the alternative options <br />36 for the overall traffic system in this area. <br />37 <br />38 COMMUNITY FESIVAL FUNDING <br />39 <br />40 Finance Director Rolek advised he sent out a list -serve to other communities to find out if <br />41 they contributed monetarily to community celebrations or provided in-kind contributions, <br />42 and whether the city was the coordinator of the event. He indicated he received upwards <br />43 of 70 responses. <br />44 <br />• <br />
