1 CITY COUNCIL WORK SESSION JUNE 5, 2006 <br />APPROVED <br />• 1 Finance Director Rolek stated the responses varied widely relative to city contributions <br />2 toward the events. Most contributed in-kind services such as police patrol, setting <br />3 barricades, park and recreation coordination, etc. About 44% of those responding made <br />4 monetary contributions, with the majority of these committing their contributions to <br />5 specific functions, such as a fireworks display. The contributions ranged from $1,500 to <br />6 $40,000, with proceeds coming mostly from property taxes, cable franchise fees or <br />7 charitable gambling proceeds. Some communities solicited donations or had a <br />8 refreshment stand or some other activity to cover some of these costs. <br />9 <br />10 Finance Director added in most cases (80%), the event was coordinated by an agency <br />11 other than the city, such as JC's, the Chamber of Commerce or citizen group. <br />12 <br />13 Finance Director Rolek also distributed a list of 2006 Budget requests cut from the final <br />14 budget. He stated staff is looking at some type of in-kind contribution such as police <br />15 services or use of softball fields. <br />16 <br />17 Mr. Brad Sanford, Board Member of Blue Heron Days, came forward and requested use <br />18 of the softball fields, equipment, and umpires and clean up. He noted the big sponsor for <br />19 Blue Heron Days fell through this year. <br />20 <br />21 City Administrator Heitke advised Public Services Director DeGardner has indicated his <br />22 only concern with the softball in-kind services is having maintenance staff present during <br />23 games and the hiring of umpires. <br />24 <br />25 Council directed staff to work with Mr. Sanford and quantify the costs of requested in - <br />26 kind services. Council also asked staff to provide recommendations to the Council in <br />27 regard to in-kind services and information about contributions being tax deductible. <br />28 <br />29 This item will appear on the Council work session agenda Monday, June 26, 2006, 5:30 <br />30 p.m. <br />31 <br />32 LAKE DRIVE/I-35W INTERCHANGE PROJECT UPDATE <br />33 <br />34 Community Development Director Grochala advised staff is currently working with SEH, <br />35 Inc. to complete the final design on the interchange project. Right-of-way acquisition <br />36 will commence within the next two months. Approximately 18 parcels bordering the <br />37 project may be affected. The majority of acquisitions involve, for the most part, a strip <br />38 acquisition parallel with Lake Drive. Two parcels may need to be acquired in their <br />39 entirety. In addition to road right-of-way, there will be a need to acquire both drainage <br />40 and utility easements, as well as trail easements over portions of the project area. <br />41 Temporary easements will also be required to allow for the new construction to match <br />42 into existing conditions. <br />43 <br />44 Once the limit of right-of-way is confirmed the acquisition process will commence.
