In 1.136 addition, if the property were split into two lots, the existing house at 554 Lois Lane would be not 137 required to hook up to the City services nor would it be assessed until the current mound or well 138 system fails. 139 140 City Attorney Hawkins stated it is very common to have different types of systems on different lots. 141 The City does have the ability to assess as long as the assessed amount does not exceed the benefit in 142 terms of market value. The City has to treat all residents the same and the project does have to be 143 paid for. Residents do have the right to appeal the estimated benefit of the City services. 144 145 Mr. Tim Anderson, 547 Lois Lane, came forward and stated residents in this area were told they 146 would be able to hook up to City services and subdivide when Bluebill Ponds was developed. He 147 indicated he is supportive of the project and stated it makes economic sense to do this project. He 148 noted his neighbors, Mr. and Mrs. Flanagan, 535 Lois Lane, could not be present this evening but 149 would like to pass on their recommendation to move forward with the project. 150 151 Council Member Stoltz moved to close the public hearing at 6:58 p.m. Council Member Carlson 152 seconded the motion. Motion carried unanimously. 156 0157 Consideration of Resolution No. 06-89, Awarding Contract, Jim Studenski — City Engineer 158 Studenski advised sealed bids were received and publicly opened at 2:00 p.m. on May 15, 2006. He 159 reviewed the results of the bid opening noting the public hearings regarding the project and the 160 assessments have been held. 161 162 City Engineer Studenski stated the low bid is approximately 19% under the Engineer's Estimate for 163 the project. The low bid was submitted from Jay Bros. Inc. in the amount of $186,408.30. The final 164 completion date for this project is August 23, 2006. 165 166 Council Member Carlson moved to adopt Resolution No. 06-89, as presented. Council Member 167 Reinert seconded the motion. Motion carried unanimously. 168 169 Consideration of Resolution No. 06-102, Accepting Bids and Awarding Contract, 2006 Birch 170 Street Trail, Jim Studenski — City Engineer Studenski advised sealed bids were received and 171 publicly opened at 10:00 a.m. on June 20, 2006. He reviewed the results of the bid opening noting 172 the low bid is approximately 6% above the Engineer's Estimate. The low bid was submitted from TA 173 Schifsky & Sons Inc. in the amount of $149,045.00. The final completion date for this project is 174 August 25, 2006. 175 176 Council Member Reinert moved to adopt Resolution No. 06-102, as presented. Council Member 177 Carlson seconded the motion.
